To develop high-tech agriculture in the area, Ninh Thuan has issued many policies to attract and encourage businesses to participate.
Government favor
According to Mr. Dang Kim Cuong, Director of the Department of Agriculture and Rural Development of Ninh Thuan, in recent times, the province has focused on promoting the effectiveness of the four-party linkage, creating a close linkage chain between the stages of research, experimentation, production, processing and consumption of agricultural products.

Enterprises, organizations and individuals participating in high-tech agricultural production are the top priority subjects. To date, 180 enterprises have enjoyed support policies for research and development of new products, technological innovation, technology transfer; support for protection activities, and establishment of industrial property rights. Enterprises developing technology markets, participating in technology markets; innovating and applying corporate governance technology through the application of advanced management systems also enjoy preferential policies of the province.
Of which, 20 enterprises and organizations are supported to focus on the application of technological chains in agricultural production; 48 enterprises and organizations producing specific products and some key products such as cashew nuts and bird's nests are supported to build brand protection, product identification and commercialization systems; 40 enterprises and organizations are supported to apply advanced and popular systems in current production such as VietGAP, GlobalGAP, ISO, ISO/IEC 17025; HACCP, Organic...

“Through policies to support rural agricultural development under Decision No. 65/2017/QD-UBND, Decision No. 11/2019/QD-UBND, it has actively contributed to the development of large-scale field production models, linkage models between enterprises - cooperatives - farmers in production, processing and consumption of products according to the value chain. The support policies have also created favorable conditions for cooperatives and households to boldly invest in water-saving irrigation models, safe production according to VietGAP in the direction of applying high technology”, Mr. Dang Kim Cuong shared.
The pull of policies
Mr. Nguyen Khac Phong, Director of Thai An Grape Cooperative (Ninh Hai District, Ninh Thuan) said that high-tech agricultural production requires a large amount of capital. To grow 1 sao (1,000m2) of new grape varieties, along with an energy-saving irrigation system and greenhouse construction, people need to invest about 400 million. To have capital, the Cooperative has worked with banks to find capital for the Cooperative to develop high-tech grape growing.
“The bank gave the green light to the cooperative to set up the project, the members of the cooperative mortgaged their assets, and the bank would support capital with preferential interest rates for people to invest in high-tech grape growing. When they got this information, the people were very happy, because the Thai An grape growing area has been planned by the province from now until 2030 to become a high-tech industrial park for growing grapes combined with tourism.
However, the bank suggested that the province make a decision to announce the Thai An grape region so that the bank has a basis for disbursement. If so, when farmers have access to capital, they will speed up the application of high technology in grape production, in accordance with the province's planning. Hopefully, the province will accompany farmers to realize their wishes with grape trees," Mr. Nguyen Khac Phong shared.

GC Food Group currently has two factories, one specializing in aloe vera production and one specializing in coconut jelly production. The aloe vera factory is located in Ninh Thuan and the coconut jelly factory is located in Dong Nai.
According to Mr. Nguyen Minh Tin, Deputy General Director of GC Food Group, most of the Group's aloe vera products are currently supplied to major customers such as Vinamilk, TH Truemilk... The above companies are using GC Food Group's products to produce soft drinks and cosmetics.
“In 2023, GC Food Group was granted an investment license for a beverage factory in Tan Hai Industrial Park to develop deep processing of aloe vera products. Instead of making jelly to sell raw materials, GC Food focuses on processing finished products to serve customers. Ninh Thuan province's preferential policies on attracting investment in high-tech agriculture are a lever for GC Food Group to expand its investment,” said Mr. Nguyen Minh Tin, Deputy General Director of GC Food Group.
Mr. Vo Quang Lam, Deputy Director of the Department of Science and Technology of Ninh Thuan: “In the development of high-tech agriculture in Ninh Thuan, the Provincial Party Committee, the People's Council and the Provincial People's Committee have issued many policies. For example, recently, the Ninh Thuan Provincial Party Committee issued an action program on biotechnology development; Resolution 14 of the Ninh Thuan Provincial Party Committee on science and technology development, promoting crop innovation, focusing on developing high-tech agriculture”.
