Environmental pollution and land procedures have become "bottlenecks" in the process of agricultural development. The forum between the Vietnam Farmers' Association and the Ministry of Natural Resources and Environment has brought about frank sharing, clarifying the difficulties of farmers.

On November 24, the Central Committee of the Vietnam Farmers' Union coordinated with the Ministry of Natural Resources and Environment to organize the Forum "Chairman of the Vietnam Farmers' Union - Minister of Natural Resources and Environment listens to farmers speak".

Speaking at the opening of the forum, Mr. Luong Quoc Doan - Member of the Party Central Committee, Chairman of the Central Executive Committee of the Vietnam Farmers' Union emphasized that in recent years, agriculture, farmers and rural areas of our country have made remarkable progress, the lives of farmers and rural residents have been improved in all aspects, the appearance of the countryside has changed profoundly towards becoming increasingly modern and civilized.
"However, with the characteristics of agriculture, farmers and rural areas in Vietnam, there are still many shortcomings and limitations; both objectively and subjectively, such as the complexity in land management and use; land accumulation and concentration; small-scale production; the transformation of production thinking and the application of green production technology by farmers still face many difficulties and challenges; in terms of rural environmental protection, especially in agricultural production, household waste, rural craft villages, and climate change," Mr. Luong Quoc Doan shared.
Mr. Nguyen Quoc Huy - Director of Tam Dao Mushroom Cooperative (Vinh Phuc) said that the constant changes in regulations on granting farm land certificates have put many farming households in a difficult situation.
Specifically, although the land consolidation procedures have been completed according to the old circular, due to the lack of specific guidance for the new circular, farm owners are facing major obstacles in re-issuing certificates. This not only affects the rights of the people but also hinders the development of the local agricultural sector.
Answering the above question, Mr. Dao Trung Chinh - Director of the Department of Planning and Land Resources Development (Ministry of Natural Resources and Environment) said: Regarding farms, the Law does not control the limit, how much to use, the competent authority considers the issuance of certificates. The issuance of certificates according to Decree 142 of the Land Law, when the farm is using land and needs to issue a certificate, review... develop a plan approved by the competent authority, implemented according to Circular No. 10/2024 of the Ministry of Natural Resources and Environment.
Also according to Mr. Dao Trung Chinh: In the compensation plan, the first technical solution must be solved, this is the principle. This may be a remote area, where rice cannot be grown, the locality must announce the conversion of the planning to another purpose. The locality is concerned that they must protect rice-growing land, ensuring national food security according to the allocation target. We suggest that the locality must plan according to actual conditions.
Responding to delegate Nguyen Manh Hieu - Chairman of the Farmers' Association of Phu Yen Commune, Phu Xuyen District on the issue of collecting and treating solid waste in craft villages, Mr. Hoang Van Thuc, Director of the Department of Environmental Pollution Control (Ministry of Natural Resources and Environment) said that the Law on Environmental Protection 2020 has clear regulations on the responsibility of waste treatment of production and business establishments, including craft villages. However, implementation in localities still has many limitations due to the large and diverse number of craft villages.
Mr. Thuc emphasized that localities are actively encouraging craft village businesses to invest in waste treatment systems, especially for craft villages with high pollution potential. The policy of supporting businesses moving to industrial parks to enjoy centralized waste treatment services is also being applied and bringing certain effectiveness.
Management agencies need to tighten land auctions
Lawyer Nguyen Thanh Ha - Chairman of SBLAW Law Firm said that the 2024 Land Law has opened up many new opportunities but at the same time also contains certain risks. One of the biggest concerns raised by lawyer Ha is the possibility of taking advantage of the policy to collect agricultural land on a large scale. When the law allows organizations and individuals who are not directly involved in agricultural production to buy land, this can create conditions for land speculation, push up land prices and unbalance the market.
"Buying cheap agricultural land with the aim of converting it into more valuable residential land is a big risk. This not only affects food security but also increases social inequality and creates complex environmental consequences," said lawyer Ha.
To limit these risks, lawyer Ha emphasized the importance of building a strict management and supervision system for the agricultural real estate market. Authorities need to take specific measures to prevent speculation and ensure that land is used effectively and sustainably.
According to Mr. Nguyen Anh Que - Chairman of G6 Group, the 2024 Land Law brings many significant benefits to both businesses and people, especially those who own agricultural land. One of the highlights of the 2024 Land Law is the expansion of options for people whose land is recovered, from receiving resettlement land to receiving compensation. In addition, the compensation regime has also been significantly improved with many support policies on transportation, employment and life.
For businesses, the pilot regulation allowing agreements to receive the right to use agricultural land for commercial housing is considered a positive step, creating favorable conditions for site clearance and speeding up project progress. However, Mr. Que also emphasized that for this policy to be effective, there should be specific regulations on the agreed price framework to ensure the interests of both businesses and the State.
Regarding the situation of unusually high land prices after a number of recent land auctions, Minister of Natural Resources and Environment Do Duc Duy said that the agency has proposed that the Government direct localities to apply synchronous solutions to overcome and rectify land auction activities, and strictly handle those who take advantage of land auctions to inflate prices for personal gain.
