From the night of September 22 to September 23, prolonged heavy rain combined with the release of floodwaters from Huong Son Hydropower Plant ( Ha Tinh ) caused the water level of Ngan Pho River to rise. Kim Hoa Commune, Huong Son District was like a basin, partially flooded.
Dinh market area, Am Thuy village, Kim Hoa commune is heavily flooded, affecting the lives and businesses of households around the market.
Ms. Bui Thi Sang (36 years old, Kim Hoa commune) said that on the morning of September 20, her family and businesses at Dinh market had to flee from floods due to heavy rain after storm No. 4 .
“On September 22, seeing the rain lessen and the water receding, we moved our belongings down to do business. The next night, heavy rain and floods came again, forcing us to move our goods and assets once again, which was very difficult. On the night of September 23, we had to stay up all night to watch the water rise, and then raise our belongings accordingly,” said Ms. Sang.
People have to hang their bicycles on the roof to limit damage caused by flood water.
Inter-village roads in Kim Hoa commune were flooded. On the afternoon of September 23, people used boats to transport their belongings to escape the flood as the water level showed signs of continuing to rise.
This is the second time in the past four days that people in Kim Hoa commune have had to carry their belongings to flee the flood.
Floodwaters have disrupted the lives of local residents. People have to wade through water to get to grocery stores to buy essential items.
Many cars had to turn around when the main road through Kim Hoa commune was cut off, in some places the road was above the knees of adults.
According to the Standing Office of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Ha Tinh province, due to the influence of the strengthening continental high pressure combined with the tropical convergence zone with an axis through the North Central region, the province has had moderate to heavy rain with rainfall of 100-200mm.
On the Ngan Pho River at Son Diem station, the flood peak was 11.93m at 10am on September 23, 0.43m above alert level 2. Ho Ho Hydropower Plant is spilling water at a flow rate of 53m3/s, Huong Son Hydropower Plant is regulating the spillway at a flow rate of 15.4m3/s.
