Cultural and social fields are focused on; social security is ensured; people's lives continue to improve; by the end of 2022, nearly 104.5 trillion VND has been supported for over 1.41 million employers and over 68.43 million workers facing difficulties; at the same time, 25 thousand tons of rice have been provided, supporting 492 thousand households with over 1.6 million people. National defense and security are consolidated; national sovereignty is maintained; social order and safety are ensured; foreign affairs and international integration are strengthened and promoted effectively; Vietnam's prestige and international position continue to be enhanced. In particular, the national brand value is the fastest growing in the world in the period 2019 - 2022 (up 74%), reaching 431 billion USD in 2022, ranking 32nd in the group of 100 strongest national brand values ​​in the world.

Deputy Prime Minister Le Minh Khai also pointed out a number of limitations and difficulties, including 3 targets not reaching the plan; disbursement of public investment capital and implementation of a number of policies under the Socio-Economic Recovery and Development Program, 3 National Target Programs have not met requirements; planning work is still slow; many enterprises have difficulty mobilizing and accessing capital, production and business costs have increased, export product markets have narrowed; the long-term accumulated shortcomings of the real estate and corporate bond markets have not been effectively handled. Policy response and coordination in some cases are still slow, lacking in determination, passive, confused, and not very effective...

Regarding the situation and results of the implementation of the socio-economic development plan in the first months of 2023, Deputy Prime Minister Le Minh Khai affirmed that from the beginning of 2023, the world situation continues to change rapidly, complicatedly, and unpredictably; domestically, we have opportunities, advantages, difficulties, and challenges intertwined, but difficulties and challenges are greater.

Since the beginning of the year, the Government has directed ministries, branches and localities to resolutely and effectively implement the Resolution on key tasks and solutions for socio-economic development, state budget estimates and improving the business environment, enhancing national competitiveness in 2023. Thanks to that, the macro economy has been basically stable, inflation has been controlled, growth has been promoted, and major balances have been ensured. In very difficult conditions, GDP in the first quarter still maintained its growth momentum but not high, reaching only 3.32% over the same period. The consumer price index (CPI) has tended to decrease, with an average increase of 3.84% in the first 4 months.

Regarding culture, society and environment, Deputy Prime Minister Le Minh Khai emphasized that in 2023, the Government will continue to effectively implement policies for people with revolutionary contributions, social protection and social security. The labor market is focused on development; strengthening the connection between labor supply and demand, supporting workers in finding jobs and for the first time piloting a nationwide online job exchange; promptly supporting people and workers who have lost their jobs or have reduced working hours. Paying attention to developing social housing, issuing a project to build at least 1 million apartments for low-income people and industrial park workers and actively implementing a credit package of 120 trillion VND.

Focus on effectively controlling the COVID-19 epidemic and other epidemics; have solutions to gradually and completely resolve difficulties in bidding and purchasing drugs, equipment, and medical supplies; increase preferential allowances according to profession for preventive medicine and grassroots health officials to 100%. Effectively implement the 2018 General Education Program; ensure the progress of the program and content of the 2022-2023 school year; continue to implement the digital university education model; prepare well for the organization of the High School Graduation Exam and university and college admissions in 2023.

Vietnam's Happiness Index ranking increased 12 places, from 77th in 2022 to 65th in 2023 in the United Nations World Happiness Report.

In the first months of 2023, national defense and security will be strengthened; social order and safety will be ensured; developments of the situation will be closely monitored, not to be passive or surprised; independence, sovereignty, unity, and territorial integrity will be firmly protected; and absolute safety will be ensured for political events and major holidays.

Foreign affairs and international integration have been proactively, actively, effectively and comprehensively implemented. High-level foreign affairs programs of the Party and State leaders have been effectively implemented, contributing positively to deepening bilateral cooperation and promoting the role at multilateral forums.

The Government's report also frankly acknowledged the shortcomings, limitations, difficulties and challenges. Deputy Prime Minister Le Minh Khai affirmed that the world situation in the coming time is forecast to continue to develop in a complicated and unpredictable manner; there are opportunities in the country, but difficulties and challenges remain enormous. That context requires all levels, sectors and localities to make efforts to overcome difficulties, overcome limitations and shortcomings, strongly promote growth drivers, mobilize and effectively use all resources, continue to focus on resolutely, synchronously and effectively implementing the tasks and solutions set out in all fields according to the Resolutions and Conclusions of the Party Central Committee, the Politburo, the guiding ideology in the closing speech of the mid-term Central Conference of General Secretary Nguyen Phu Trong, the Resolutions of the National Assembly, the Government, the direction of the Prime Minister, etc.
