The content, form and method of communicating social insurance and health insurance policies continue to be innovated in the direction of ensuring practicality, focus, key points, diversity and flexibility in accordance with the characteristics of each region, customs, cultural traditions, and psychology of each population group and worker; combining direct and online communication forms; focusing on promoting the advantages of modern, multimedia communication forms and methods on the Internet environment; contributing to helping all levels, sectors and classes of people understand more correctly and fully about social insurance policies and bring the policies into real life by "making people know, believe and voluntarily participate in health insurance"...
Mr. Nguyen Viet Dung - Director of Thua Thien Hue Provincial Social Insurance said: Continuing to deeply and widely communicate the meaning, role, benefits, and humanity of the health insurance policy, especially family health insurance; communicating the rights of people with health insurance cards when going to health insurance examination and treatment; emphasizing the level of financial support from the State budget and local budget when participating in family health insurance is the content that the provincial Social Insurance has focused on implementing in the past year.

Identifying the participation of Party committees and authorities at all levels as one of the key factors determining the effectiveness of organizing and implementing social insurance and health insurance policies for employees and people, in recent times, the provincial Social Insurance has always paid special attention to and sought the attention and support of local Party committees and authorities. The provincial Social Insurance has proactively and actively coordinated with relevant departments and branches to advise the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many documents directing the organization and implementation of social insurance and health insurance policies; especially solutions for developing social insurance and health insurance in accordance with the socio-economic characteristics of each locality.
In particular, focusing on issuing Resolutions and Action Programs to implement social insurance, health insurance and unemployment insurance policies in the locality; advising and proposing to include targets and plans for implementing the social insurance, health insurance and unemployment insurance roadmap in the Resolutions and socio-economic development programs of the locality; establishing and perfecting the Steering Committee for implementing social insurance and health insurance policies at all levels; having specific mechanisms and policies to provide additional support from the local budget for family health insurance participants beyond the level prescribed by the State; directing and promoting the role and responsibility of departments, branches and sectors in organizing and implementing the health insurance policy well in the locality, ensuring the completion of the set goals;….
Many solutions have since been widely deployed, such as: Assigning collection plans and developing subjects to the Social Insurance of districts and towns; coordinating with the tax sector and functional agencies to determine the number of employees eligible to participate in order to urge and request units and enterprises to fully participate in compulsory social insurance for employees; coordinating to organize direct conferences in residential areas and residential groups to propagate and develop voluntary social insurance participants; The network of service collection staff has been expanded, serving well the arrangement of collection points and collection staff to each village and residential group.
The communication content focuses on emphasizing the significance, role and benefits of the health insurance policy for people's health care; on cases where health insurance participants are covered by the health insurance fund for large medical treatment costs, helping to reduce financial difficulties for families and providing peace of mind during treatment; contributing to consolidating and creating widespread trust in the whole society about the humanistic values and superiority of the social security policies of the Party and State.
In addition, it is important to focus on communication so that people know about new health insurance policies and laws; regulations related to health insurance examination and treatment, payment of health insurance examination and treatment costs; results of implementing health insurance policies at the local level, management and safe and effective use of health insurance funds; efforts of the Vietnam Social Security sector in ensuring the rights of health insurance participants according to the provisions of law. Administrative procedure reform, information technology application, digital transformation are also seriously organized and implemented, bringing about the most positive effects, especially the convenience when using chip-embedded citizen identification cards and health insurance card images on the "VssID - Social Insurance Number" application in health insurance examination and treatment.
The provincial Social Insurance actively disseminates information and communication to identify violations of the law on health insurance; common forms of abuse and profiteering in the field of health insurance; legal regulations on violations of the law on health insurance; results of inspection, examination and handling of violations. At the same time, organizations and individuals with good initiatives and solutions in propaganda and mobilization work to develop family health insurance participants; mobilize and commend organizations and individuals to give social insurance books and health insurance cards to people in difficult circumstances; commend individuals, units and enterprises that effectively implement social insurance and health insurance policies.
Communicate the responsibilities, obligations, and awareness of compliance with the laws on social insurance and health insurance of employers and employees; the responsibilities of employers, agencies, and units in paying social insurance and health insurance correctly and sufficiently for employees. In order to collect and minimize the debt of social insurance, health insurance, unemployment insurance, and social insurance, the province has implemented many measures such as: Strengthening propaganda, direct dialogue with businesses and employees, sending staff directly to businesses to urge, make working minutes, establish working groups to answer questions and recommendations of businesses and employees in industrial parks, publicizing the list of businesses with outstanding debts, evading social insurance, health insurance, unemployment insurance on mass media, etc.
At the same time, the provincial Social Insurance strengthens the implementation of specialized inspection and interdisciplinary inspection functions on social insurance, health insurance, unemployment insurance payments and administrative sanctions. In case an enterprise shows signs of committing crimes of evading social insurance, health insurance, and unemployment insurance payments, it will coordinate to transfer the case to the competent authority to request investigation and handling according to the provisions of criminal law.
The provincial Social Insurance has coordinated with relevant units to synchronously, closely, effectively and creatively deploy many forms of communication on social insurance and health insurance policies, promoting the strengths of each unit; news agencies and newspapers have built specialized pages and columns on social insurance and health insurance, news routes, in-depth reports, etc. to improve the timeliness and orientation of information flow on social security policies. At the same time, the communication work on health insurance policies has been implemented methodically and synchronously by the provincial Social Insurance, focusing on implementing forms of communication in small groups, communication through consultation conferences, direct dialogues, communication on mass media, Internet environment, social networks, communication on grassroots radio systems, etc.
The rate of universal health insurance coverage has increased steadily over the years.
Thanks to promoting communication and mobilizing people, especially freelance workers, to understand health insurance policies, the rate of universal health insurance coverage in Thua Thien Hue province has increased steadily over the years.
Especially in recent years, in the context of the difficult situation caused by the COVID-19 pandemic and natural disasters, the number of people participating in health insurance in Thua Thien Hue is still among the highest in the country, exceeding the target according to Decision No. 546/QD-TTg dated April 29, 2022 of the Prime Minister on assigning targets for implementing health insurance coverage for the period 2022 - 2025.
In 2023, Thua Thien Hue province will have 1,163,000 people, reaching 100.01% of the assigned target; health insurance coverage will reach 99.85% of the province's population.
For a central province like Thua Thien Hue, this is truly an important social security policy, contributing to ensuring political stability and local socio-economic development. Because health insurance is considered a golden card to protect health: In addition to the benefits of medical examination and treatment and risk sharing of the health insurance policy, health insurance participants are also paid by the Health Insurance Fund for all medical examination and treatment costs according to the benefits and levels prescribed from 80 - 100% of the costs depending on each subject, helping health insurance participants reduce the burden of medical examination and treatment costs when sick or having an accident, especially in cases of serious illness, chronic illness with long-term treatment or diseases requiring surgery.
