Strengthening the development of supply infrastructure

At the Thao Nguyen Xanh food store on Tran Hung Dao Street (Hoa Lu District), during rush hour, dozens of customers are waiting to pay. Ms. Yen, the store owner, shared: "In the past two years, customers often request money transfers to pay for goods, so I have researched and updated digital technology for cashless payments. Since creating the QR code, I have found it very convenient for customers and myself. Customers only need to scan the QR code to transfer money into their account without the owner having to struggle to find change to return."

In fact, payment via QR code, e-wallet, Internet Banking, Mobile Banking... has become a habit of many people from urban to rural areas, especially young customers. If in the past, people always had to carry cash when shopping, now with just an ATM card or mobile phone, they can pay for all services and household expenses such as: Electricity, water, Internet, children's tuition... This helps save time and costs for both sellers and buyers.

As one of the pioneering banks in the province applying information technology, Vietcombank Ninh Binh has been assigned by the Provincial People's Committee to be the only bank in the area to deploy non-cash payment solutions for public administrative service fees and charges to 100% of departments, branches and many communes, wards and towns in the province.

Mr. Dinh Manh Tuan, Director of Vietcombank Ninh Binh said: Initially, Vietcombank's service has connected online with the provincial Public Administration Service Portal, allowing people to pay fees and charges through online payment channels. With the strong development of the 4.0 industrial revolution, along with the determination of the collective of cadres, party members and employees, Vietcombank Ninh Binh is confident that it will soon complete the task assigned by the Provincial People's Committee, which is to gradually change the habit of using cash to modern payment methods. At the same time, these are also important foundational factors for Vietcombank to soon succeed in building a digital bank.

Pursuant to Plan No. 187/KH-UBND dated November 23, 2021 of the Provincial People's Committee on implementing the development of non-cash payments in Ninh Binh province in the period of 2021-2025, the Provincial People's Committee directed the State Bank of Vietnam (SBV) provincial branches and commercial banks (CBs) in the area to coordinate with departments, branches, sectors, and media agencies in the area to propagate, mobilize, and encourage the implementation of measures to apply non-cash payments.

Accordingly, the provincial State Bank directed credit institutions and commercial banks in the province to continue to build and promote the development of a diverse network of supply organizations. To date, the province has 20 level I bank branches; 11 branches under level I bank branches; 38 People's Credit Funds; 72 transaction offices, 50 service supply points belonging to bank branches and people's credit funds; 9 financial companies with 592 service introduction points; Social Insurance at all levels; a number of companies and branches of insurance companies... Service distribution channels are applied diversely in the province, including: financial products and services provided to people and businesses in the province, Internet banking, Mobile banking, SMS banking, E-wallet, ATM, POS, mPOS, personal accounts, QR Code...

Along with that, departments, branches, sectors and People's Committees of districts, cities, socio-political organizations in the province have strengthened propaganda, mobilization, and encouraged people and businesses to participate in non-cash payment services, use new financial services through channels such as e-banking, savings services, money transfer-receipt, retirement loans... at post office transaction points, financial transactions at Viettel transaction points, propaganda on tax payment implementation via Electronic Payment Gateway and 24/7 customs clearance, propaganda, mobilization, and encouragement for businesses to participate in the Electronic Tax Payment Program for Enterprises with Collection. The units have also posted the conditions and procedures for performing transactions at the place where administrative procedures are performed, and announced the list of banks implementing each program so that all people and businesses know and implement.

Synchronous and active implementation

In order to promote cashless payments, in 2023, the provincial Social Insurance coordinated with the Ninh Binh Provincial Post Office and commercial banks to actively promote, encourage and motivate people who are receiving pensions in cash to switch to receiving payments through bank accounts.

Accordingly, commercial banks provide free card opening consultation for beneficiaries and promote and guide beneficiaries about the benefits and conveniences of receiving money through banks; Social Insurance agency officers, together with Post Office and Bank staff, will directly contact at the payment points during the payment period...

As a result, in 2023, the entire industry paid pensions and monthly social insurance benefits to 5,935 people via personal accounts out of a total of 29,948 beneficiaries in urban areas, reaching 20%; 100% of unemployment benefit beneficiaries received money via personal accounts, exceeding 5% of the target assigned by Vietnam Social Security.

The provincial Department of Education and Training has directed the entire sector to continue promoting the payment of tuition fees and educational services using non-cash payment methods. As of December 31, 2023, the whole province had 316/320 educational institutions implementing non-cash payment of tuition fees, reaching 98.8%. There were 462/465 educational institutions implementing non-cash payment of educational services, reaching 99.4%.

In order to implement the goal of Digital Treasury, in recent times, Ninh Binh State Treasury has deployed the provision of online public services through the State Treasury's public service information page.

Mr. Hoang Thanh Phong, Deputy Director of the Provincial State Treasury, said: Up to now, 100% of budget-using units have participated in using the State Treasury's online public services at level 4 to transact with the Ninh Binh State Treasury; the rate of transaction documents via online public services in the whole province has reached over 99%. As a result, 100% of State budget-using units in the province have participated in using online public services to transact with the State Treasury; well implemented the coordination of collection between the State Treasury, Tax and Customs agencies and 9 commercial banks: VietinBank, BIDV, VietcomBank, MB, AgriBank, VPBank, SHB, LPBank and MSB. Thereby contributing to expanding the space and time for collection for the State budget, quickly processing State budget payment transactions, creating convenience for customers to transact. 100% of cash collection and payment activities through the Ninh Binh State Treasury are carried out at commercial banks through payment accounts and specialized collection accounts of the Ninh Binh State Treasury, completely eliminating direct cash transactions at the Ninh Binh State Treasury.

To strongly promote the implementation of non-cash payments, the Provincial People's Committee has directed units in the area to continue to promote the payment of State budget expenditures and those originating from the State budget by non-cash payment methods for salary, allowance, subsidy recipients and suppliers of goods and services. Continue to implement the Project to promote payment via banks for public services.

Continue to assign the State Bank of Vietnam provincial branches and commercial banks to actively deploy and invest in expanding the development of the operating network (branches, transaction offices, ATM systems, POS...) and digital banking services, digital payments in rural areas, remote areas. Create conditions for people to access financial services. Strengthen communication work, raise awareness and understanding for people about the application of information technology in non-cash payment activities.
