According to the plan to organize exams and consider recognizing high school graduation from 2025, the literature subject will be tested in essay form, other subjects will be tested in objective test form. Time for each subject: literature 120 minutes, math 90 minutes, other subjects 50 minutes.
Grade 11 students studying the 2018 General Education Program will be the first generation to take the high school graduation exam in the new format.
Add 2 more test formats
The Ministry of Education and Training said that the structure of the exam format is oriented towards assessing capacity, in line with the 2018 General Education Program and is demonstrated through illustrative questions, the accompanying capacity table - thinking level. The Ministry of Education and Training also noted that at this time, the 2018 General Education Program has only been implemented up to grade 11, so the knowledge content used in the illustrative questions mainly belongs to grades 10 and 11.
For multiple-choice exams, the Ministry of Education and Training stated that there are a maximum of three question formats used in the exam. The first is multiple-choice questions (which have been used for many years in Vietnam). According to the exam format from 2025, foreign language subjects will only use one of these formats; the remaining multiple-choice exams will have a part using this format.
The second is a true/false multiple choice question, each question has 4 points, the candidate must answer true/false for each point of the question. This format requires the candidate to have comprehensive capacity, knowledge, and skills to achieve maximum score, limiting the use of "tricks" to choose answers from noisy options like in multiple choice test format. The probability of randomly scoring the maximum score is 1/16, 4 times smaller than the current multiple choice test format.
The third is the short answer multiple choice question. This format is similar to the essay question format, and is evaluated through the final result that the candidate must fill in on the answer sheet. This format requires the candidate to have certain abilities, knowledge, and skills, limiting the use of "tricks" to choose answers from confusing options like in the multiple choice test format.
REDUCE THE NUMBER OF QUESTIONS IN MATH AND FOREIGN LANGUAGES
Regarding the number of questions, the math and foreign language exams have been reduced from 50 to 34 and 40 questions respectively, while the other subjects remain unchanged. The Ministry of Education and Training stated that the reason for the math exam is that the additional question format is to test the thinking and ability of students at a higher level, so they need more time to answer. The number of questions for the foreign language exam has been reduced because the test time for this subject has also been shortened by 10 minutes compared to the present. This is because foreign language has become an optional exam subject, so the test time will be the same as the remaining subjects.
The Ministry of Education and Training said that the sample test according to the new format structure has been tested in the provinces and cities of Hanoi, Hai Phong, Ninh Binh, Gia Lai, and Thai Nguyen with nearly 5,000 students.

X ELIMINATE "FAIL" AND "TRICK" THINKING
Experienced teachers have commented on the sample questions to help solve the problem of "losing" and guessing questions compared to before.
Master Tran Van Toan, former head of the math group at Marie Curie High School (District 3, Ho Chi Minh City), commented that the sample exam clearly demonstrated the spirit of innovation of the 2018 General Education Program. That is, it aims to assess students' abilities according to each level of thinking. Master Toan said that this innovation assesses students' abilities much more accurately than before, and classifies students better.
Teacher Le Minh Huy, Nguyen Hien High School (District 11, Ho Chi Minh City) also commented that the appearance of essay questions at the application level, especially the integration of practical problems, requires students to know how to solve problems, no longer thinking "in a vacuum" or using "tricks" to solve math problems like before.
Master Pham Le Thanh, Nguyen Hien High School (District 11, Ho Chi Minh City), assessed that the chemistry illustration test classifies the thinking and abilities of many different groups of students, limiting the use of "tricks" or "guessing" to choose answers from noisy options like in multiple choice tests.
Stop guessing questions before the exam day
In literature, teacher Do Duc Anh, Bui Thi Xuan High School (District 1, Ho Chi Minh City), commented that the new type of exam will minimize the need to memorize and learn from sample texts. It will also reduce the pressure of exams, and reduce the need to memorize and learn by rote. Teacher Do Duc Anh said that the sample exam clearly shows the innovation in teaching and testing according to the 2018 General Education Program. "The most noticeable thing is that the requirements of the exam closely follow the new program. The exam tests all reading comprehension and writing skills. "From now on, the situation of guessing questions will end," said this teacher.
