Reasons why Vietnam's innovation index ranking has increased

HANOI WIPO experts assessed that in 2023, Vietnam will increase by 2 places in the Global Innovation Index due to the development of national technological capacity and the growing innovative startup ecosystem.

The information was given by Dr. Sacha Wunsch-Vincent, co-author of the GII Report of the World Intellectual Property Organization (WIPO) at the Workshop introducing the Global Innovation Index (GII) 2023 on the afternoon of October 10. The workshop took place two weeks after WIPO announced the Ranking Report, Vietnam ranked 46/132 countries and economies.

This year, Vietnam's ranking improved compared to 2022, from 59th to 57th. The increase in ranking was recorded in the innovation input index, which includes 5 pillars: Institutions; human resources and research; infrastructure; market development level; business development level. Innovation output increased by one rank compared to 2022, including 2 pillars: Knowledge and technology products, Creative products.

Dr. Sacha Wunsch-Vincent also pointed out the strengths of Vietnam's innovation ecosystem, including high integration into the global value chain, high-tech exports, and total trade transactions increasing by 18.65% compared to the previous year. Developing national technology capacity and a dynamic and growing innovative startup ecosystem.

The report noted that Vietnam's research and development (R&D) spending ranked 66th, unchanged from previous years. However, R&D spending by the top 3 large enterprises improved significantly, ranking 29th (up 9 places compared to 2022).

Low-level indicators include: Ecological sustainability (ranked 110); environment (ranked 130). These indicators show that institutions still need improvement to facilitate socio-economic development based on science, technology and innovation.

WIPO experts also pointed out opportunities for Vietnam to continue improving its index, which are spending on education, training, investment in R&D, innovation and intellectual property.

Deputy Minister of Science and Technology Bui The Duy, WIPO said that since 2017, the Government has used this index as one of the important management tools. The Government's strong direction and the participation of ministries and branches in proactively detecting causes and limitations, and having plans and solutions to improve component indexes. "We are also assessed by WIPO as a country that always has outstanding achievements compared to the level of development," said Deputy Minister Duy.

In the group of 37 lower-middle-income countries ranked in the GII 2023, Vietnam continues to hold the 2nd position in the group, after India. In the region, Vietnam ranks 4th after Singapore, Malaysia and Thailand. The countries ranked above Vietnam are actually mostly high-income countries, with only 5 upper-middle-income countries and only India in the lower-middle-income group. Notably, the countries ranked above Vietnam all have high research and development expenditures in GDP.
