The merger of districts and communes will be carried out in the 2023-2025 and 2026-2030 periods. The National Assembly Standing Committee has detailed regulations on the districts and communes that must be merged.

National Assembly Chairman Vuong Dinh Hue has just signed and issued a Resolution of the Standing Committee on the arrangement of administrative units at district and commune levels for the 2023-2030 period. The Resolution takes effect from July 19.
District and commune level administrative units are forced to merge.
According to the newly issued Resolution, district and commune-level administrative units subject to reorganization in the 2023-2025 period include:
- District and commune-level administrative units have both natural area and population size below 70% of the standards prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.
- District-level administrative units have a natural area of less than 20% and a population size of less than 200% of the standard.
- Commune-level administrative units have a natural area of less than 20% and a population size of less than 300% of the standard.
District and commune-level administrative units subject to reorganization in the 2026-2030 period include:
- District and commune-level administrative units have both natural area and population size below 100% of the standards of the corresponding administrative unit as prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.
- District-level administrative units have a natural area of less than 30% and a population size of less than 200% of the standard.
- Commune-level administrative units have a natural area of less than 30% and a population size of less than 300% of the standard.
Administrative units not covered by the above regulations are encouraged to reorganize to reduce the number and increase the scale of administrative units, and resolve unreasonable issues regarding the demarcation of administrative unit boundaries due to changes in geology, terrain, or socio-economic development...
After the arrangement, the newly formed district and commune-level administrative units must meet the standards on natural area and population size, except in the case of merging 3 or more administrative units of the same level.
Within 30 days from the effective date of the resolution of the National Assembly Standing Committee on the arrangement of each administrative unit, agencies and organizations in the new administrative unit must complete the arrangement and consolidation of the organizational apparatus.
No fee for converting documents after merging districts and communes
Regarding the number of leaders, managers, cadres and civil servants of the units after the merger, the Resolution of the National Assembly Standing Committee clearly stated that the Provincial People's Committee must direct the review and plan the arrangement and assignment of tasks to cadres, civil servants and public employees in accordance with their job positions; clearly identify the number of redundant cadres, civil servants and public employees associated with the implementation of staff streamlining.
"The arrangement of the number of leaders and managers in new agencies and organizations and redundant cadres, civil servants, public employees and workers must have a roadmap suitable to the characteristics of each locality," according to the resolution.
Provincial authorities will decide on the list and number of job positions and continue to streamline staff and restructure the team of cadres, civil servants and public employees.
No later than 5 years from the effective date of the resolution of the National Assembly Standing Committee on the arrangement of each administrative unit, the number of leaders, managers and the number of cadres, civil servants, public employees and workers in agencies and organizations in the administrative unit after the arrangement must comply with regulations.
Special cases are reported to the Ministry of Home Affairs for submission to competent authorities for consideration and decision.
The Standing Committee requested to reserve the regime and policies on salaries and allowances for leadership positions for those who continue to work but do not hold previous positions until the end of the election term (for those holding elected positions) or the end of the appointment term for leadership and management positions (for those holding appointed positions).
In case the remaining term of the election or appointment term is less than 6 months, it will be reserved for a full 6 months.
After the reserved period expires, salary and position allowance (if any) will be implemented according to the current position or title or retirement regime will be resolved according to regulations.
Cadres, civil servants, public employees, and redundant workers of agencies and organizations due to the arrangement of administrative units at district and commune levels, depending on each case, are recruited, received, mobilized, and rotated according to task requirements, or enjoy regimes and policies for retirees, those who quit their jobs, or those who are downsized according to Government regulations.
The Standing Committee of the National Assembly also stipulates that documents issued by competent authorities to individuals, citizens, and organizations before the arrangement according to the old administrative unit, if not yet expired according to regulations, can continue to be used.
According to the provisions of this Resolution, agencies and units are not allowed to collect fees when converting documents due to changes in administrative boundaries.
According to reports from 63 localities, in the 2023-2025 period, 33 districts and more than 1,300 communes that are "mandatory to be reorganized" will be merged, not counting the number of administrative units that are encouraged to be reorganized due to local needs.
