Ho Chi Minh City is applying many policies to exempt and support tuition fees for students of all levels.
3 public school students are exempted from tuition fees
Pursuant to Decree 81 of the Government, the Ho Chi Minh City People's Council issued Resolution 12 regulating tuition fees for public preschool and general education from the 2024-2025 school year and specific policies to support tuition fees for public and non-public secondary school students and continuing education students in secondary schools in Ho Chi Minh City. Accordingly, in the 2024-2025 school year, there are 3 groups of students exempted from tuition fees.
At preschool level : Implement policies on tuition exemption and reduction, support for learning costs and tuition fee payment in accordance with the provisions of Chapter 4 of Decree 81/2021/ND-CP, which stipulates that from the 2024-2025 school year, 5-year-old preschool children are exempt from tuition fees.
Primary school : According to the 2019 Education Law, all students in public primary schools do not have to pay tuition fees.
Secondary school level : Applying a special policy to support tuition fees for public and non-public secondary school students and secondary vocational education students in Ho Chi Minh City for the 2024-2025 school year, all secondary school students and public secondary vocational education students do not have to pay tuition fees.

Also according to Resolution 12 of the Ho Chi Minh City People's Council, the tuition fees for public preschool and general education from the 2024-2025 school year are also the fees applied from the 2021-2022 school year to present according to each level of education as follows:
Accordingly, tuition fees are divided into 2 groups: Group 1 is for students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan; Group 2 is for students studying at schools in districts Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.
The tuition fees for primary and secondary schools specified in the above table are the basis for implementing the policy of supporting tuition fees for public primary and secondary school students and private primary school students who are eligible for tuition exemption and reduction policies according to regulations.
Ho Chi Minh City continues to draft a policy to exempt tuition fees for preschool children.
According to the Department of Education and Training, with this regulation, non-public primary schools, secondary schools, and multi-level general schools are responsible for collecting statistics and reporting specific student cases to the Department of Education and Training of Ho Chi Minh City so that Ho Chi Minh City can allocate a budget to support tuition fees for students. At the same time, non-public facilities are responsible for returning the support according to the above-mentioned collection rates to primary and secondary school students (if any).
Tuition is free regardless of whether the student is a permanent or temporary resident.
Also according to the guidance of financial experts of the Department of Education and Training of Ho Chi Minh City, the tuition fees are regulated by Ho Chi Minh City according to groups of students studying at schools in the city, districts and groups of students studying at schools in the districts and for public and non-public students (except for schools with foreign investment). Therefore, the exemption of tuition fees of Ho Chi Minh City does not consider whether students have permanent or temporary residence but is based on the area of the school the student is studying.
Developing a tuition-free policy for all students
Thus, in the 2024-2025 school year, in Ho Chi Minh City, only preschool children (except 5-year-old preschool children) and high school students will have to pay tuition fees.
Therefore, the Ho Chi Minh City Department of Education and Training is currently seeking opinions on the development of a draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students, and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year.
Specifically, in the draft, the Ho Chi Minh City Department of Education and Training builds two specific policies to support tuition fees with an estimated budget of 338 to 653 billion VND, including:
Policy 1 : Tuition support for preschool children, public and non-public high school students and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year.
Policy 2 : Tuition support for public and non-public high school students and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year.
According to the Department of Education and Training, this is a continuation of the tuition support policies that the city has implemented in recent school years, which have received support and consensus from society. The policy will be a very meaningful and practical gift for all students in the city, creating a mark to celebrate the 50th anniversary of National Reunification Day (April 30, 1975 - April 30, 2025), clearly demonstrating the city's investment in education, being the leading city in tuition exemption and support policies, ensuring the quality of education and learning opportunities for people; marking an important milestone in Ho Chi Minh City being the locality that exempts tuition fees for students at all levels, making a strong mark and creating a ripple effect to attract human resources from all over the country to reside and work in the city, creating resources for economic and social development.
