(Dan Tri) - New regulations on the number of deputies, calculation of average electricity prices, management of environmental restoration deposits, turning off 2G mobile waves, and salary scales and payrolls for employees, will take effect from September.
New regulations on the number of deputy heads Decree No. 83/2024 amending and supplementing a number of articles of Decree No. 123/2016 (stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies), Decree No. 10/2016 and Decree No. 120/2020 (stipulating the establishment, reorganization and dissolution of public service units) takes effect from September 1. The new regulations clearly state that the Minister and head of the ministerial-level agency shall decide or delegate the decision on the number of deputy heads of the Sub-Department, ensuring an average of no more than 3 people/Sub-Department when the Sub-Department meets one of the prescribed criteria. Departments under the General Department with 15-20 civil servant positions, Departments (except for Departments located in localities), inspectorates and offices under the General Department with less than 4 organizations shall be arranged with no more than 2 deputy heads.

Departments under the General Department with more than 20 civil servant positions; Departments (except for Departments located in localities), inspectorates, and offices under the General Department with 4 or more organizations, the Minister or head of a ministerial-level agency shall decide on the number of deputy heads of each unit, ensuring an average of no more than 3 people/unit. General schools with many levels of education and 40 or more classes shall be assigned no more than 3 Vice Principals; for the remaining schools, the maximum number of vice principals shall be 2 people. Regulations on calculating average electricity prices Circular No. 09/2024 of the Ministry of Industry and Trade stipulates the calculation of average electricity prices (according to the provisions of Article 4 of Decision No. 05/2024 of the Prime Minister), applicable to Vietnam Electricity Group (EVN) and its member units, effective from September 14. The average annual and intra-year electricity price will be calculated based on the costs of electricity generation, system auxiliary service costs, costs of purchasing electricity transmission services, electricity distribution - retail, electricity system dispatch and electricity market transaction management, operating and industry management costs in the average electricity price... The Ministry of Industry and Trade provides specific guidance on the method of establishing the total costs of the following stages: Electricity generation; transmission; electricity system auxiliary services; electricity distribution - retail services; electricity system dispatch and electricity market transaction management services; industry operating - management costs and standard profits.

The Electricity Regulatory Authority is assigned to preside over and coordinate with relevant agencies to report to the Minister of Industry and Trade on the inspection, review and supervision of the average electricity price plan developed and adjusted by EVN according to Decision No. 05/2024. Management of environmental restoration deposits Circular No. 57/2024 of the Ministry of Finance guiding the management and use of environmental restoration and rehabilitation deposits in mineral exploitation and waste burial activities at the Environmental Protection Fund. The deposit is the amount of money the depositor deposits to the deposit recipient to ensure the responsibility for implementing environmental restoration and rehabilitation projects and handling risks and risks of environmental pollution arising from mineral exploitation and waste burial activities according to regulations. The deposit recipient must deposit all the deposit into a separate deposit account opened at a commercial bank. Every 6 months (before July 31 of the reporting year and March 31 of the year following the reporting year), the deposit recipient must send a notice of the deposit balance and deposit interest payable to the depositor. For the annual report, the deposit recipient must attach an audited financial report. The management and use of the deposit must be explained in detail in the increase and decrease in the annual financial report of the deposit recipient. The auditing, inspection and examination of the management and use of the deposit of the deposit recipient shall be carried out in accordance with the provisions of law. This Circular takes effect from September 14. Salary scale, salary table for employees in state-owned enterprises Circular No. 06/2024 of the Ministry of Labor, War Invalids and Social Affairs, effective from September 15, amends and supplements Circular 26/2016 guiding the implementation of labor management, salary and bonus for employees working in LLCs with 100% charter capital held by the State. The salary levels in the salary scale, salary table, and salary allowances are decided by the company, ensuring that the salary fund determined on the basis of the total annual salary of all employees calculated according to the salary levels in the salary scale, salary table, and salary allowances of the company must not exceed the planned salary fund of employees as prescribed in this Circular. Based on the organization of the company's management apparatus, the board of members or the chairman of the company shall issue a salary table (with applicable standards) ensuring regulations, serving as a basis for implementing social insurance, health insurance, unemployment insurance and other regimes for managers and full-time controllers according to the provisions of labor law. The salary levels in the salary table of full-time managers and controllers shall be decided by the board of members or the chairman of the company. Roadmap to stop 2G mobile technology The roadmap to stop 2G mobile technology in Vietnam is stated by the Ministry of Information and Communications in Circular No. 03/2024/TT-BTTTT and Circular No. 04/2024/TT-BTTTT. Specifically, the existing GSM standard mobile information system (2G system) will be re-licensed for the 900MHz and 1800MHz bands by September 2024 when meeting the following conditions: From September 16, no services will be provided to subscriber terminals that only support the GSM standard, except for the case of providing services to subscriber terminals connected to the GSM network for the purpose of transmitting and receiving data between devices (M2M) or providing services in the Truong Sa and Hoang Sa archipelagos and DK platforms. The 2G system will continue to be used until September 15, 2026, except for the case of providing services in the Truong Sa and Hoang Sa archipelagos and DK platforms.

To ensure smooth information and communication activities, the Ministry of Information and Communications requires businesses to support subscribers in switching to using higher-tech phones (supporting funding for purchasing 4G phones and issuing packages to support subscribers in switching, to be implemented until September 16). Businesses must prevent 2G phones without a certificate of conformity from entering the network. Businesses must develop mobile base stations to ensure 4G network coverage to replace 2G networks when the 2G system is discontinued and must be completed before September 2026.
