On the morning of April 9, the Supervisory Delegation No. 2 of the Provincial People's Council, led by Comrade Dao Xuan Yen, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Department, supervised the topic "Results of the implementation of the National Target Program on New Rural Construction (NTM) from 2021 to 2023 in Thanh Hoa province" in Nhu Xuan district.

In the 2021-2023 period, from the capital mobilized to implement the New Rural Development Program of more than 589 billion VND, Nhu Xuan district has directed localities to invest in upgrading and renovating the traffic system, irrigation works, and investing in equipment for irrigation for agricultural production. Currently, the district has 15/15 communes meeting the criteria for irrigation, electricity, rural trade infrastructure, etc. The One Commune One Product (OCOP) program has been effectively implemented with 20 products rated 3 stars and is one of the mountainous districts that has built many OCOP products. In the 2021-2023 period, the poverty reduction target has exceeded the set plan, with 3/15 communes meeting the criteria for multidimensional poverty; 12/15 communes meeting the health criteria, reaching 100% compared to the target and plan by 2025...

However, in the process of building new rural areas, Nhu Xuan district still faces many difficulties and obstacles, especially in implementing some criteria such as multidimensional poverty, tracing the origin of key products, the rate of households using clean water according to standards from the centralized clean water supply system... still faces many difficulties.
Up to now, Nhu Xuan district has achieved 6/9 criteria for the district to meet the NTM standards, 5 communes have been recognized to meet the NTM standards, Bai Tranh commune has completed the documents to submit to the appraisal council to meet the advanced NTM standards.
Representatives of Nhu Xuan district leaders reported on the situation of new rural construction in the area in the period of 2021-2023.
At the meeting, the members of the monitoring delegation requested Nhu Xuan district to pay attention to removing difficulties in clean water criteria, reviewing data on capital mobilized for the construction of new rural areas, and increasing the proportion of green trees. In addition, focusing on bringing high-quality rice varieties into production, developing fruit trees associated with processing, concentrated livestock farming associated with environmental protection; developing OCOP products associated with building product brands, striving to have products with 4-star quality...

Based on the district's report and the opinions discussed at the meeting, on behalf of the monitoring delegation, Comrade Dao Xuan Yen, Head of the Provincial Party Committee's Propaganda Department, highly appreciated the efforts and results that Nhu Xuan district achieved in the process of building the new rural area; especially in leadership, direction and management. Besides, he also shared the difficulties of the district in the process of building the new rural area.

The Head of the Provincial Party Committee's Propaganda Department suggested that Nhu Xuan district needs to strengthen propaganda and mobilization work, promote the role of the people as the main subject with the motto "people know, people discuss, people do, people inspect, people supervise, people benefit". In addition, focus on directing the implementation of criteria for villages, hamlets, communes, districts of new rural areas, advanced new rural areas, and model new rural areas; promote agricultural restructuring towards large scale, clean agriculture, high technology, and develop high-quality OCOP products; pay attention to implementing environmental criteria, building bright - green - clean - beautiful rural landscapes; increase resource mobilization for new rural construction, and pay attention to developing the fields of culture and education. The comrade also suggested that Nhu Xuan district absorb the opinions at the working session to complete the report before April 15.
