Previously, on the afternoon of February 17, Phuoc My Trung town police, Mo Cay Bac district, coordinated with market management forces to suddenly inspect the roadside rice selling activities of Bui Van Hoang Phong (31 years old, residing in Cho Lach district).
At the time of the inspection, Phong's rice selling point had about 1.5 tons of rice displayed on the roadside and on the back of a truck. Phong could not present the necessary documents to sell rice.
Phong, his wife and three other relatives did not cooperate with the authorities but instead used their phones to film and livestream the police work on social media. During the livestream, the group of people continuously insulted the police officers with many vulgar and fabricated words.
At the climax, Phong assaulted and injured two police officers. The police subdued five people and took them to Phuoc My Trung town police station for questioning.

In recent days, on many roads in the Western provinces, many traders have appeared selling rice along the roadside. They use trucks to transport rice to the selling point, displaying it both on the truck bed and on the road surface.
These people sell rice 20-40% cheaper than the market price, at 11,000-15,000 VND/kg depending on the type of rice. The cheap rice has attracted many people to buy, some even buy large quantities to stockpile.
