Looking back at the process of Vietnam building, managing and protecting national borders and territories

On the morning of September 7, in Hanoi, the Ministry of Foreign Affairs coordinated with the Wallonie-Bruxelles Delegation (Belgium) in Vietnam to organize the International Workshop "Law on Territorial Borders: Values ​​and Practical Application".

The workshop was attended by about 150 delegates, including domestic and international scholars specializing in Vietnamese law, international law, former leaders of the Ministry of Foreign Affairs, representatives of departments, ministries, branches, border and coastal localities, foreign representative agencies in Vietnam and press agencies.

The importance of international law

Speaking at the opening of the workshop, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu emphasized the importance and significance of the issue of territorial sovereignty and national borders in international relations, and the relationship between sovereignty and national borders for security, peace, stability and development cooperation.

Reviewing the results in the process of resolving and handling Vietnam's territorial border issues, Permanent Deputy Minister Nguyen Minh Vu affirmed Vietnam's consistent viewpoint on the role and importance of international law - an important basis in resolving territorial border issues. Along with the resolution process, Vietnam not only strictly complies with international law but also builds and strengthens the national legal system, ensuring the compatibility of the national legal system with international law.

Deputy Minister Nguyen Minh Vu said: “As a coastal country in Southeast Asia, Vietnam has both land and sea borders with neighboring countries. In the process of resolving territorial border disputes with neighboring countries, Vietnam always respects and is willing to apply the provisions of international law and commits to resolving disputes by peaceful means.”

Speaking at the workshop, Mr. Pierre Du Ville - Head of the Wallonie-Bruxelles Delegation in Vietnam expressed his delight at the results of cooperation between the Wallonie-Bruxelles Region and Vietnam in general and the National Border Committee in particular, especially in human resource training. Thereby, contributing to the satisfactory handling of territorial border issues, creating a peaceful and stable region and world.

It is known that since 1997, the Wallonie-Bruxelles Delegation in Vietnam has supported capacity building training for many officials of the Ministry of Foreign Affairs, as well as implemented many research projects on territorial borders and international law.

National Border Law - new development driving force

The workshop consisted of two sessions. Session 1 with the theme “Reviewing the process of Vietnam building, managing and protecting national territorial borders”, domestic experts, scholars as well as representatives of ministries and branches gave presentations highlighting the significance and results of implementing the Law on National Borders after 20 years of promulgation and implementation; the practical implementation of the Law on the Sea of ​​Vietnam after 10 years of taking effect; and affirmed that Vietnam's laws on territorial borders are consistent with international law.

According to Major General Hoang Huu Chien, Deputy Commander, Chief of Staff - Border Guard Command, the National Border Law has been built and implemented "to create new development momentum in the cause of national innovation, making the border rich and strong, sustainable, the material and spiritual life of the people and armed forces in the border area increasingly improved; creating potential in politics, spirit, military, security, foreign affairs, economy, culture, society, science and technology to meet the requirements of the task of building, managing and protecting the national border in the new situation".

Session 2, themed “Some legal and practical issues related to the East Sea”, attracted the attention of international scholars and experts from Belgium, Korea, Japan, Australia, the Republic of Cyprus, etc., with presentations focusing on topical topics: Territorial disputes at the International Court of Justice, the value of straight baselines surrounding offshore archipelagos, the IUU issue in the East Sea, etc.

In addition to presentations, delegates attending the Workshop discussed and shared many contents related to the construction, protection and management of territorial borders; agreed on the importance of international law for this process, as well as proposed measures to harmonize national law with international law in territorial border work.
