On September 19, there were still 26 schools in Hanoi that could not welcome students to study in person, mainly in Chuong My District with 16 schools. Of which, there were 9 kindergartens, 9 primary schools, and 8 secondary schools.

These are schools located in low-lying areas, the road to the school or the school yard is flooded, many families of students have to evacuate and cannot go to school. The Hanoi Department of Education and Training said that it has given the initiative to the schools. Based on the specific situation, the schools have implemented flexible response plans. For schools that have suffered a lot of damage, many students are in difficult circumstances, do not have online learning equipment or their families are in flooded areas, have lost power, the school temporarily stops students from studying or instructs them to study at home in appropriate forms. Some schools organize online teaching for students who have enough conditions to study, and have plans ready to make up for students when they return to school.
However, in mountainous areas where storms and floods are being dealt with, organizing online teaching during the time students are off school is not feasible due to the conditions of transmission lines and teaching equipment for both teachers and students. Therefore, the fact that schools have not reopened also means that teaching is completely interrupted. Not to mention, many students have lost all their books and cannot study or review by themselves. According to the Lao Cai Department of Education and Training, there are still 78 schools that have not organized for students to return to school since the beginning of the week, accounting for about 13%. It is expected that by September 23, most of these schools will bring students back. However, after that time, Lao Cai still has about a dozen schools/school locations that cannot welcome students because they are located in locations with high risk of landslides or have been severely damaged, requiring reconstruction and renovation.
Leaders of the Lao Cai Department of Education and Training said they have directed schools at risk of subsidence and unsafety to have immediate remedial plans or move to another location to ensure safety, and thus can consider the option of two shifts...
In Yen Bai, Hong Thai Primary School (Yen Bai City) is the only school that has not been able to bring students back to school due to the heavy impact of storms and floods, with many facilities, desks, chairs, and teaching equipment damaged. Principal Vu Van Tan informed that there is still a lot of work to do to welcome students back to school. If the school has sufficient conditions for electricity, water, equipment, clean sanitation, and a safe route to school, it will welcome students back from the beginning of next week.
CAN MOBILE YOUR SCHOOL'S FACILITIES AND TEACHERS
On September 19, the Ministry of Education and Training sent an official dispatch to the Departments of Education and Training regarding the organization of teaching and learning for schools damaged by storms and floods. Accordingly, the recent floods have caused severe damage to schools, students in some localities have had to stay home from school for many days, and there are still some schools and school sites that are too badly damaged or isolated to continue teaching and learning.

To ensure that all students continue to study and complete the school year program as planned, the Departments of Education and Training need to direct schools to implement flexible teaching solutions that are suitable to practical conditions to ensure the progress of program implementation according to the school year time frame but do not cause pressure or overload for teachers and students.
The Ministry of Education and Training noted that localities should review and have appropriate plans to bring students from schools and campuses that have not yet reopened to the main campus or other schools in the area to study; for students who have to travel too far from home, there should be plans suitable to actual conditions to support students to study at boarding schools or boarding schools while overcoming the impact of floods.
The Ministry of Education and Training suggests solutions such as: "Mobilizing teachers in local schools to support teachers and students in schools damaged by storms and floods to organize teaching; make up for missed classes for students. For students who cannot go to school due to difficult conditions, schools should have plans suitable to actual conditions to maintain learning for students such as assigning lessons, sending teachers to directly support each student or group of students at their place of residence, ensuring safety and effectiveness."
Because dozens of schools have not been able to reopen at this point, the Ministry of Education and Training requires adjusting the school's education plan, developing a make-up study plan for students to ensure completion of the first semester and the entire school year's education program according to the general education plan of the locality and the whole country.
In the decision to issue the time frame for the 2024-2025 school year, the Ministry of Education and Training stipulates that the Chairman of the People's Committee of the province or centrally-run city has the right to decide on the time to start school early and the time to extend the school year by no more than 15 days, according to the time frame of the ministry, to ensure the implementation and completion of the education program in case of natural disasters and epidemics.
In response to concerns about what would be the solution if there were completely damaged schools that could not reopen this September, a representative of the Ministry of Education and Training said that, in addition to the 15 days as stipulated above, for special cases that arise, localities need to report to the Ministry of Education and Training before implementing. The Ministry of Education and Training will also closely monitor the actual developments of the localities to continue to have appropriate instructions.
