On the afternoon of June 6, during the question-and-answer session on ethnic issues, National Assembly delegate Pham Van Hoa (Dong Thap) shared that recently, the support policy for the poor in especially difficult areas has been very feasible, many households have escaped poverty, some households have volunteered to escape poverty, voters very much welcome this.

However, the delegate pointed out that the poverty escape rate has not reached the desired level. Currently, not only ethnic minorities but also Kinh people have the mentality of "not wanting to escape poverty, not wanting to escape near-poor households" due to many reasons. The mentality of "not wanting to escape poverty" has occurred in many places, this situation will affect the poverty reduction implementation that our country is pursuing.

Minister and Chairman of the Ethnic Committee Hau A Lenh admitted that there is a reality that many non-ethnic minority households, including Kinh people in disadvantaged and poor areas, do not want to escape poverty.

The Minister said: "The Ethnic Committee is not the official agency to assess this cause, but through research on documents from ministries, branches, localities and local realities, we see that this phenomenon is real."

The Minister analyzed that although according to the criteria, the household has escaped poverty, in reality, life in that area is very difficult.

Regarding income, according to the new criteria in rural areas, the income of poor households is 1.5 million VND/person/month, and that of near-poor households is 1.6 million to about 2 million VND/person/month. These figures are about income criteria, while access to basic social services in some places has not met the requirements.

People are also concerned that if they escape poverty, they will not be able to enjoy support policies. "In addition, there are many other concerns that need further assessment and investigation," said Minister Hau A Lenh.

According to the Minister, to solve this problem, many comprehensive measures are needed. The principles and criteria for poverty reduction are already available, so statistics and synthesis need to be the responsibility of the locality, and the assessment of poor households must be truly objective.

The Minister emphasized: "When a household is removed from poverty, we must ensure the minimum conditions for people to live in a non-poor area. Then that household will feel more secure."

In addition, it is necessary to propagate, persuade and mobilize people to understand the policies of the Party and State. The Minister said that in reality, in the locality, there are many cases of voluntary requests to leave poverty households, "these are examples and things we need to focus on further propagating".

Minister Hau A Lenh said that poverty reduction criteria depend on the country's conditions and each stage of the country. Therefore, it is necessary to build a suitable criteria system so that people who have escaped poverty can rest assured that they will not fall back into poverty.

Concerned that 15% of people are still illiterate

Delegate Nguyen Lan Hieu (Binh Dinh) shared that during his trips to remote areas, he met many ethnic minorities who were re-illiterate. Therefore, he questioned: Has the Ethnic Committee conducted any survey on the re-illiteracy rate of ethnic minorities from adolescents to adults? Could the Minister propose a plan to coordinate with the Fatherland Front and the Ministry of Education and Training to solve this problem?

Minister and Chairman of the Ethnic Committee Hau A Lenh said that the number of illiterate people (ethnic minorities who cannot speak or write Vietnamese fluently) accounts for about 15% of the total number of ethnic minorities.

For many years and many terms, our Party and State have tried their best to reduce this rate. The Minister expressed: "These are also things that we are very concerned about. In this 15%, there are people who are re-blind, and there are people who have never gone to school due to many objective factors."

According to the Minister, the Ethnic Committee will coordinate with the Ministry of Education and Training to find solutions in educational policies to completely resolve this issue. Recently, in 6 resolutions of the Politburo on 6 economic regions, the task of developing education has been emphasized. In all resolutions of the Government on action programs, there is content on eliminating illiteracy for ethnic minorities.

The Minister affirmed that in the upcoming education development strategy, the Ministry of Education and Training will continue to address this issue.
