By November 16, 8 localities in Hai Duong including Binh Giang, Ninh Giang, Cam Giang, Nam Sach, Thanh Ha, Tu Ky, Chi Linh City and Hai Duong City had organized elections for village and residential area chiefs.
In particular, Binh Giang, Ninh Giang, Cam Giang, Nam Sach districts and Chi Linh city organized elections for village and residential area chiefs simultaneously in one day.
Only in Hai Duong city, Tu Minh ward will elect a residential area chief in October, the remaining wards and communes will elect simultaneously on December 8; Tu Ky and Thanh Ha districts will elect sporadically from early November 2024 to February 2025.
The remaining localities include: Thanh Mien district held simultaneous elections in early December; Gia Loc district held simultaneous elections in mid-December; Kim Thanh district held simultaneous elections on November 24; Kinh Mon town held elections from November 20 to December 10.
The election of village and residential area chiefs for the 2024-2027 term is carried out in accordance with the provisions of Decree 59/2023/ND-CP detailing a number of articles of the Law on implementing democracy at the grassroots level.
The election is organized in the form of community meetings with the participation of over 50% of households in the village and residential area. However, many meetings do not ensure the participation of over 50% of households, leading to the need to switch to the form of distributing ballots to collect opinions from each household, such as in Nam Sach, Cam Giang, Ninh Giang, and Binh Giang districts.
On November 10, 69 villages and residential areas in 15 communes and towns in Nam Sach district simultaneously held elections for village and residential area chiefs. As a result, 26 people were elected. These new village and residential area chiefs were elected at a community meeting with over 50% of the total number of household representatives participating. In Dinh village, Thai Tan commune, the candidate for village chief was not elected. The remaining 42 villages that have not elected a village chief (because they did not ensure over 50% of the total number of household representatives participating in the community meeting) will simultaneously distribute ballots to households to collect opinions to elect village chiefs from November 17. Previously, the 4 communes of Minh Tan, Nam Tan, Dong Lac and Hiep Cat had held elections and elected 24 village chiefs. Many villages also had to distribute ballots to households.
On the same day, November 10, 32 out of 88 villages and residential areas (accounting for 36.3%) in Binh Giang district organized community meetings with over 50% of household representatives attending. Ke Sat town is the only locality in Binh Giang district where all residential areas organized community meetings with over 50% of household representatives attending. The election results showed 31 elected cases and 1 unelected case. Because the community meeting did not have over 50% of household representatives attending, the remaining 56 villages switched to the form of organizing ballots to collect opinions from each household.
In Cam Giang district, on November 10, all 107 villages and residential areas in 17 communes and towns held a community meeting to elect village and residential area heads for the 2024-2027 term. According to the district's Department of Home Affairs, out of 46 villages and residential areas with over 50% of total household representatives attending, 45 units elected village and residential area heads, reaching over 42% of the total number of villages and residential areas in the district. As for Thong Nhat residential area, Lai Cach town, because it was not elected in the first election, it had to organize a re-election conference according to the prescribed process.
