This morning, March 19, in Salavan district, Salavan province (Laos), a meeting took place between the high-ranking leaders of Quang Tri province and Salavan province.

On the side of Quang Tri province, there were Party Central Committee member, Provincial Party Secretary, Head of the National Assembly Delegation of the province Le Quang Tung; Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong; Head of the Provincial Party Committee's Propaganda Department Ho Dai Nam; Head of the Provincial Party Committee's Mass Mobilization Department Le Thi Lan Huong; Chairman of the Vietnam Fatherland Front Committee of the province Dao Manh Hung; Commander of the Provincial Military Command, Colonel Nguyen Huu Dan; Director of the Provincial Police, Colonel Nguyen Duc Hai; representatives of relevant departments and branches. On the side of Salavan province, there were Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Region No. 14 of Salavan province Sy-henh-hom-som-bat; Deputy Governor of Salavan Phu-thong-kham-ma-ni-vong; Consulate General of Vietnam in Pakse province Nguyen Van Trung.

At the talks, the two sides jointly assessed the results of the implementation of the high-level agreement for the 2023-2025 period signed in March 2023. At the same time, they informed each other about the socio-economic development, national defense and security, Party building work and political system of each locality.

Opening the talks, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Region 14 of Salavan province Sy-henh-hom-som-bat highly appreciated the visit of the high-ranking delegation of Quang Tri province. Through this, it further tightens the tradition and history of comprehensive and long-standing cooperation between the two provinces. Regarding the contents of the signed agreements, in recent times, the two sides have always promoted cooperation in politics, foreign affairs, and border affairs; coordinated and supported the creation of favorable conditions for investment in trade and tourism development; and trained and developed human resources. In particular, the support of 9 billion VND for the 2023-2025 period from Quang Tri province has partly helped Salavan province invest in building projects in the fields of education and social security.

In order to promote the implementation of the agreed minutes, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Region 14 of Salavan Province Sy-henh-hom-som-bat discussed a number of issues related to the Project of building a conveyor belt to transport coal across the border in the area of the La Lay - La Lay International Border Gate. Accordingly, Salavan Province proposed coordination and exchange of opinions between the three parties including Salavan Province, Quang Tri Province and enterprises, with the participation of the National Border Committees of the two countries to serve as a basis for submission to competent authorities for consideration; Quang Tri Province should soon request the Vietnam National Border Committee regarding Salavan Province's proposal to request permission to clear the land to expand the area near landmark 635 on the Lao side to have a parking lot at the border gate area.

Speaking at the meeting, Party Central Committee member, Provincial Party Secretary, Head of the Provincial National Assembly Delegation Le Quang Tung affirmed that each achievement of Quang Tri province in construction and development bears the strong imprint of sharing, cooperation, and valuable assistance from Lao provinces, especially Salavan province. Since the signing of the high-level agreement between the two provinces for the 2023-2025 period, the cooperative relationship between Salavan and Quang Tri provinces has achieved many important results with high-level visits, annual border talks, etc.

Delighted and proud of the cooperation picture over the past time, Quang Tri and Salavan need to continue to strengthen and consolidate this special relationship by effectively implementing the contents that both sides have agreed and committed to. In particular, promoting economic development cooperation, focusing on supporting and creating favorable conditions for enterprises to carry out coal mining and export activities through the La Lay - La Lay international border gate pair.

Specifically, Salavan province is requested to propose to the Lao Government to soon issue a document approving the project and carry out investment procedures for the conveyor belt from the border section to Lao territory at the La Lay International Border Gate area; pay attention and discuss with Sekong and Savannakhet provinces to research, survey, expand and upgrade the route from the coal mine in Kaleum district (Sekong) to Ta Oi district (Salavan) through Nong district to Ban Dong, Se Pon (Savannakhet) to Lao Bao town, Huong Hoa district (Quang Tri).

Regarding border gate infrastructure, it is recommended that Salavan province pay attention to expanding the area and upgrading the infrastructure at the La Lay International Border Gate area on the other side by annually allocating about 2 billion VND from the 9 billion VND support source of Quang Tri province in the period of 2023-2025.

In addition, it is necessary to facilitate the simplification of customs clearance procedures for trucks without goods when passing through the territory; coordinate with the Lao Government to propose to extend the working hours of the authorities at La Lay International Border Gate to 10:00 p.m. every day.

After the delegates discussed, the two sides agreed to sign the minutes with 10 cooperation contents. Including the coordination of research and implementation of the contents of the research results of the Project "Cooperation in implementing the Quang Tri (Vietnam) - Salavan (Laos) - Ubon Ratchathani (Thailand) Economic Corridor"; Quang Tri supports about 1.5 billion VND for the cost of socio-economic planning, the La Lay (Quang Tri) - La Lay (Salavan) International Border Gate area for Salavan province; the two sides agreed to research and assign relevant departments and branches to survey the location to complete the infrastructure for organizing the Border Market.
