At the National Assembly discussion session on the morning of May 25 on the socio-economic situation, many National Assembly deputies mentioned the issue of wages.
Deputy Nguyen Thien Nhan (HCMC) agreed with the Government's plan to develop a roadmap for salary reform. However, he expressed concern that many workers currently work full-time and pay full social insurance premiums, but their pensions are not enough to live on.
The delegate shared: "In Ho Chi Minh City, we met many workers and laborers who have worked for 30 years in the company, paid full social insurance, but when they retire, they only receive a salary of 2.5-3 million VND/month, how can they live!"
The HCM City delegate suggested clearly defining the purpose of salary reform. The country has been unified for 48 years, the economy has developed with many more achievements, the average GDP per capita is over 4,000 USD/person, Mr. Nhan said that it is necessary to redefine the principle of salary payment for workers.
According to Deputy Nguyen Thien Nhan, it is necessary to determine the minimum wage to ensure a minimum standard of living. The principle of wage payment must ensure that workers, in addition to supporting themselves, need to support another person such as their children or parents.
Delegate Pham Khanh Phong Lan (HCMC) agreed with Delegate Nguyen Thien Nhan. After many years, the salary of many people is still not enough to live on.
She believes that increasing wages for workers should not depend solely on the insurance agency. The current social insurance contribution rate in our country is low, but increasing the contribution rate is not easy.
The increase in basic salary also has its shortcomings. Each time the basic salary increases by a few hundred thousand dong, young people who need to save to build a family receive a low rate due to the low coefficient; only those with high coefficients receive a significant increase in salary. Not only retirees but also those of working age such as doctors and pharmacists who have just graduated from school do not have enough salary to live on.
Delegate Pham Khanh Phong Lan said that research is needed to make the salary policy more appropriate.
Meanwhile, Deputy Le Thanh Van (Ca Mau) suggested that salary increases should not be based on budget increases, but should be restructured by streamlining the payroll when "the total remains unchanged but the number of beneficiaries is reduced".
Reporting to the National Assembly on the opening day of May 22, Deputy Prime Minister Le Minh Khai said that the Government will soon submit to competent authorities a roadmap for wage reform and develop a plan to adjust regional minimum wages.
The Government also aims to effectively implement policies for meritorious people, social assistance, social security, poverty reduction, and improving people's lives. The Government will closely monitor the situation of workers who have lost their jobs or had their working hours reduced to have appropriate support plans.
The government recently issued a decree to increase the basic salary from 1.49 to 1.8 million VND per month from July 1 for cadres, civil servants, public employees, and armed forces. The basic salary is used as the basis for calculating salaries in payrolls, allowances, living expenses, health insurance, social insurance, and pensions.

New salary policy is being finalized
Minister of Home Affairs Pham Thi Thanh Tra said the ministry is researching and perfecting the specific contents of the new wage policy, ensuring that it is consistent with the viewpoints, goals, contents, tasks and solutions for reforming wage policy.
