On the afternoon of September 13, the People's Committee of Bac Lieu province held a conference to review and evaluate the results of 3 years of implementing the Project to build Bac Lieu into the center of the national shrimp industry.
Pursuant to Decision No. 694/QD-TTg dated May 24, 2017 of the Prime Minister on the establishment and promulgation of the operating regulations of the Bac Lieu High-Tech Agricultural Zone (CNC) for shrimp development, in July 2020, the People's Committee of Bac Lieu province approved the Project to build Bac Lieu into a national shrimp industry center (collectively referred to as the Project) .
According to the People's Committee of Bac Lieu province, after 3 years of implementing the Project, important results have been achieved: shrimp farming area, productivity and output have all increased, many effective and sustainable production models have been applied to production, in which the super-intensive shrimp farming model (STC) applying CNC is identified as the farming model with a leading role in the shrimp industry.
In 2023, the total aquaculture area of Bac Lieu province will reach 147,234 hectares, reaching nearly 100% of the target by 2025.
In particular, the STC farming model applying CNC has developed rapidly with an area of 6,624 hectares, an increase of 2.9 times compared to 2020 and reaching 165% of the Project's target. The province's shrimp farming output in 2023 is 247,143 tons, an increase of 52% compared to 2020.
Bac Lieu's shrimp export output in 2023 will reach 96,980 tons, an increase of more than 29% compared to 2020, with export turnover reaching over 1 billion USD (of which frozen shrimp reached 973 million USD), an increase of 27% compared to 2020.
The province currently has 48 seafood processing factories with a designed capacity of 294,000 tons/year. Export markets include European countries, the US, Japan, Korea, China, etc.
In addition to the achieved results, the People's Committee of Bac Lieu province also acknowledged that due to the large investment capital demand for the Project (3,007 billion VND), while the province's investment resources are limited, the central capital invested in Bac Lieu is still limited.
Therefore, most of the priority investment programs and projects under the Project have not been implemented.
The infrastructure serving shrimp production is still lacking and not yet synchronized; the 3-phase electricity system serving shrimp farming areas only reaches nearly 40% of the area. The price of raw shrimp in the current period fluctuates in a downward direction, while the price of input materials remains high, causing great difficulties for shrimp farmers.
In addition, the current STC shrimp farming activities have developed rapidly, there is still a situation of farming outside the planning, farming facilities are not built according to regulations, not complying with environmental protection regulations, posing a potential risk of pollution; the handling of environmental violations in the past has not been drastic...
In his speech, Mr. Lu Van Hung, Secretary of Bac Lieu Provincial Party Committee, emphasized that striving to make Bac Lieu the center of the country's shrimp industry is an important political task, demonstrating the Prime Minister's deep concern for Bac Lieu province.
Therefore, to successfully implement the Project, it is necessary to gain support from the Central Government, the active participation of departments, branches, localities, and the whole society. Implement with the spirit of solidarity and creativity to achieve good results, worthy of being the national leader in the development of aquaculture in general and the shrimp industry in particular.
