After being listed, cultural heritages are exploited, promoted, and developed by managers to develop tourism, bringing economic and social benefits to local communities. However, the promotion of the value of these heritages still has many limitations that need to be promptly overcome.

After more than 11 years of being listed by UNESCO as a cultural heritage in need of urgent protection, the Ca Tru heritage has been increasingly promoted. Regular performance venues with audiences are still operating well, such as: Hanoi Ca Tru Club at Kim Ngan Communal House, Hanoi UNESCO Ca Tru Club at Bich Cau Taoist Temple, Ca Tru Club of the Center for Music Arts Development under the Vietnam Music Association in the Old Quarter and Dong Xuan Market...
According to the Hanoi Department of Culture and Sports, Hanoi is the locality with the largest number of artisans awarded the title of People's Artisan (NNND) and Meritorious Artisan (NNUT) in the field of intangible cultural heritage in the country, including the art of Ca tru performance.
Through 3 conferments in 2015, 2019, 2022, Hanoi has 32 Ca Tru artists who have been awarded the title of People's Artist and Meritorious Artist. Teaching activities of Ca Tru clubs in Hanoi still take place periodically every month at local cultural houses, historical and cultural relics or at the home of one of the club members. Maintaining monthly activities of the club creates conditions for members to practice and connect with each other.
Every year, the Hanoi Department of Culture and Sports supports the opening of classes to teach the art of Ca Tru performance for clubs. The good news is that there are students who love Ca Tru and study with artists and absorb knowledge quite quickly. However, Ca Tru is a very unique art form, very difficult to learn, difficult to sing and difficult to follow for a long time. Therefore, the next generation is often unstable, facing the risk of shortage, if there are no regular and continuous protection measures. Some clubs do not operate effectively, and their scale is also limited, such as Cau Do Ca Tru Club, Yen Nghia Ca Tru Club (Ha Dong District), UNESCO Ca Tru Center (Ba Dinh District). The Ca Tru group of artist, Meritorious Artist Pho Thi Kim Duc is currently still only teaching and operating within the family's internal scope...
According to the Hanoi Department of Culture and Sports, although the Ca Tru heritage has improved compared to the previous period, the number of people capable of learning to sing Ca Tru is not much, and there is no environment to perform or practice the heritage, so few people follow the profession. Meanwhile, the number of Ca Tru artists is still small, most of them are old, some have passed away, so teaching is difficult. The teaching time must last 3-5 years, even 7-10 years, but many people only study for 1 week, a few months, so they do not have enough deep and broad knowledge about the art of Ca Tru.
Art and music schools do not currently teach this subject. Some difficult styles, such as double-stringed instruments and drums, are at risk of disappearing because there are often no conditions for training or teaching, due to some older artists who are now old, have passed away, or have not taught it meticulously, leading to errors...
In fact, the difficulties in promoting the value of Ca Tru heritage in Hanoi are not unique. The promotion of the heritage of Don Ca Tai Tu Nam Bo in Ho Chi Minh City, Xoan singing in Phu Tho, Bai Choi art in Binh Dinh... are similar. In fact, many issues in managing, protecting and promoting the value of intangible cultural heritage after being listed have also been identified by cultural management agencies.
Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong also pointed out that, in recent times, the awareness of society, the community and all levels of government on the management, protection and promotion of intangible cultural heritage values is still limited and uneven. The values, characteristics, features, properties, principles of practice, the current status of practice and protection of heritage, the risks of impact, leading to incorrect practices, fading and loss of heritage have not been promptly grasped. Funding for activities to protect and promote the values of intangible cultural heritage is still limited and has not been properly invested. Socialization and mobilization of resources to participate in activities to protect and promote the values of intangible cultural heritage are still limited, there are no reasonable mechanisms and policies, so it has not attracted the support, cooperation and sponsorship of individuals and economic organizations at home and abroad.
According to Deputy Minister Hoang Dao Cuong, the increase in the number of intangible cultural heritages listed on UNESCO Lists and the National List of Intangible Cultural Heritages is posing new requirements in the management, protection and promotion of heritage values. Measures to manage, protect and promote the value of intangible cultural heritages are specialized and require a roadmap to approach the issue and a long-term strategy, aiming at sustainable management, protection and promotion of intangible cultural heritages after being listed.
