Many difficulties in disbursing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas in Quang Tri

According to the Department of Planning and Investment, the implementation of national target programs (NTPs) in the province has achieved certain results, however, the implementation process still faces many difficulties and limitations, in which the disbursement of the NTP for socio-economic development in ethnic minority and mountainous areas in 2024 is facing many obstacles.

As of April 30, 2024, the 2024 development investment capital plan of the national target programs in Quang Tri province has disbursed 54,689/368,665 billion VND, reaching a rate of 14.83%, of which the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas has disbursed 20,993 billion VND, reaching a rate of 11.76%; the development investment capital part of the 2022 and 2023 plan allowed to be extended to 2024 of this program has only disbursed 9,912/52,497 billion VND, reaching a rate of 18.88%.

Regarding career capital, in 2024, this program was allocated 343.84 billion VND but only disbursed 4.055 billion VND, reaching a rate of 1.17%.

There are many difficulties in the implementation of this national target program in Quang Tri, greatly affecting the program's disbursement progress.

Specifically, the support for production land (for Project 1 on housing, residential land, production land, and domestic water support) encountered difficulties due to the limited land fund in the communes, making it difficult to carry out the work of creating land, reclaiming production land and allocating it to beneficiaries; the origin of overlapping land between households and enterprises has not been separated, and the land has not been transferred from forestry companies...

For Project 2 on planning, arranging and stabilizing population in necessary places, localities need a lot of time to carry out procedures for registering annual land use plans, supplementing land use plans, procedures for converting forest land to other purposes as well as alternative forest planting plans for projects using forest land as a basis for carrying out land recovery, compensation, support and resettlement.

For sub-project 1 of Project 3 on sustainable agricultural and forestry economic development associated with forest protection and increasing people's income, Circular No. 55/2023/TT-BTC dated August 15, 2023 of the Ministry of Finance, effective from August 15, 2023, abolishes Circular No. 15/2022/TT-BTC but no longer stipulates the content of support for "management, inspection and acceptance costs", so the province has no basis to allocate funds to implement this content.

For sub-project 2 of Project 3 on supporting the development of production according to the value chain, according to the provisions of Circular 02/2023/TT-UBDT of the Ethnic Committee, only enterprises (production, processing, trading) and cooperatives participating in the value chain must be supported in extremely disadvantaged communes and must have at least 70% of the total number of employees being ethnic minorities. This provision is very difficult to implement in cases where the enterprise leading the value chain does not have its headquarters located in the program area.

On the other hand, the program only supports poor and near-poor households, while the participation of households with good economic performance is essential. This is a condition to lead and support other households in production groups and teams to improve, but there is no appropriate support mechanism to motivate households with good economic performance to participate in the program.

For sub-project 1 of Project 9 on investment in socio-economic development of ethnic minorities with very few people and ethnic groups with many difficulties, implementation is suspended according to Document No. 1017/UBDT-DTTS dated June 21, 2023 of the Committee for Ethnic Minorities...

In order to remove difficulties in the implementation of national target programs in general, and the national target program for socio-economic development in ethnic minority areas in particular, recently, the Department of Planning and Investment of Quang Tri issued a document requesting central ministries and branches to increase the organization of seminars and conferences to disseminate, guide, and remove difficulties; the Ethnic Committee will soon complete the feasibility study report to adjust the national target program for socio-economic development in ethnic minority areas and submit it to the Prime Minister for approval so that localities have a basis for implementation.
