After 15 years of implementing Resolution 25, Party committees at all levels, authorities, the Vietnam Fatherland Front, and socio-political organizations have become more aware of the role of youth and youth work in the new period.
On August 6, Working Group No. 5 of the Central Steering Committee, summarizing 15 years of implementing Resolution 25 of the 10th Party Central Committee on strengthening the Party's leadership over youth work in the period of promoting industrialization and modernization and 10 years of implementing Conclusion 80 of the Politburo on promoting the implementation of Resolution 25, had a survey and working session in Ho Chi Minh City.
The working session was chaired by comrades: Nguyen Lam, Deputy Head of the Central Mass Mobilization Commission, Deputy Head of the Steering Committee, Head of Delegation No. 5; Nguyen Ho Hai, Standing Deputy Secretary of the Ho Chi Minh City Party Committee.
Reporting to the working delegation, Deputy Head of the Standing Committee of the Ho Chi Minh City Party Committee for Mass Mobilization Nguyen Thi Bach Mai said that after 15 years of implementing Resolution 25, Party committees at all levels have strengthened leadership, closely directed, and oriented the innovation of the content and methods of operation of youth organizations and associations. There are many solutions in leadership and direction to promote education and promote the pioneering and volunteering role of young people. At the same time, attention is paid to nurturing and promoting young human resources; listening to and resolving the legitimate and legal aspirations of young people.
The city has effectively implemented 3 breakthrough programs on personnel work. In particular, the program to create a source for planning young leaders and managers has considered 1,527 cases of students with good and excellent academic performance; young officials, civil servants and public employees with good development potential to be included in the program. According to reports from 16 grassroots party committees and survey results at 2 grassroots party committees and 6 school party committees, in the period of 2011-2016, school party committees admitted 5,341 party members (exceeding the target by 42.43%). Of which, 1,525 party members were admitted who were young lecturers under 35 years old and 3,043 students were admitted to the party. Also in this period, 28 school party committees established 57 new student party cells.
The Party Executive Committee of the Ho Chi Minh City People's Committee directed the Ho Chi Minh City People's Committee to research, issue plans and direct authorities at all levels to clearly define responsibilities in implementing specific tasks; complete many key projects, works and programs on a fairly large scale, creating a favorable environment for young people to study, practice and contribute.
The task of state management of youth work in the new situation has gradually become effective, policies, programs, plans and tasks for youth development have basically been completed on schedule. Youth Union chapters at all levels have concretized and implemented many solutions to encourage youth in studying, working and training, while promoting revolutionary action movements, promoting the spirit of shock, volunteering, creativity and expertise of youth. Many movement activities have made a strong impression on society, contributing to attracting and effectively gathering young people.
However, Ho Chi Minh City also recognized that some Party committees and authorities have proposed programs but they are still general, lacking specific solutions; the leadership methods of Party committees at the grassroots level towards youth in some places are still slow to innovate. Policies for Youth Union cadres at the grassroots level have not really attracted capable and enthusiastic people to participate in Youth Union work. Meanwhile, the direction of implementing Party member development work has not been focused on investment, so the number of Party members admitted has increased but not commensurate with the potential source; the ratio of Party members among students has increased but has not reached the set target...
Ho Chi Minh City has more than 2.9 million young people (aged 16-30), accounting for more than 30% of the city's total population, and a youth labor force of 1.2 million people. In addition to the youth with permanent residence, there are about 187,000 young people from other provinces. Therefore, in the past 10 years, the number of young people in Ho Chi Minh City has increased rapidly, from nearly 2.1 million to 2.9 million.
