According to Decree 08/2020/ND-CP, dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection, Articles 97 and 98 stipulate the deadline for enterprises that are required to install automatic and continuous wastewater, exhaust gas, dust and industrial exhaust gas monitoring systems (with monitoring cameras and automatic exhaust gas sampling equipment), connecting and transmitting data directly to the provincial environmental protection authority no later than December 31, 2024.
According to the above regulations, the whole province has 99 enterprises that are required to install automatic monitoring systems. However, as of February 7, only 43/99 enterprises have installed them, the remaining 56 units have not yet implemented them, including industrial parks and enterprises with high potential for environmental pollution such as starch production and rubber processing.
Faced with the above situation, the Department of Natural Resources and Environment requires businesses that have not installed automatic monitoring systems to report before February 25 so that the unit can report and advise the Provincial People's Committee on this issue.
According to Mr. Nguyen Phu Nguyen - Deputy Director of Phuoc Dong Industrial Park, as soon as Decree 08/2020/ND-CP was issued, the industrial park deployed the installation of a continuous automatic wastewater monitoring system according to regulations and transmitted data to the Department of Natural Resources and Environment, the Provincial Economic Zone Management Board, properly fulfilling the enterprise's environmental protection obligations.
The installation of a continuous automatic monitoring system and the transmission of environmental data on wastewater, emissions, and industrial dust to competent authorities is necessary for management purposes, and is also a mandatory obligation that businesses must fulfill. Therefore, in the coming time, the province needs to strictly handle cases where businesses are required to install automatic monitoring but do not comply with regulations.
