Da Nang supports an additional 50% of one-time pension benefits for early retirement

Da Nang has passed a resolution regulating support policies for cadres, civil servants, public employees and workers in implementing organizational restructuring in the city.

Specifically, for those who retire early within the first 12 months from the date of the decision to reorganize the apparatus, Da Nang will support an additional 50% of the one-time retirement allowance for the early retirement period at Point a, Clause 1, Article 7, Decree 178/2024.

For those who retire from the 13th month onwards, the city will support an additional 25% of the one-time pension allowance for the early retirement period at point b, clause 1, article 7, Decree 178/2024.

For cadres, civil servants and public employees of city agencies who are assigned to work at the grassroots level, they will receive additional support one time equal to 100% of the support level at Point b, Clause 1, Article 12, Decree No. 178/2024.

In case redundant ward/commune officials and civil servants are also subject to Resolution 43/2024 of the Da Nang City People's Council on support for this group of subjects, they can choose to enjoy higher policies and regimes.

In addition, the City People's Council also approved a proposal on support policies for cases that do not meet the age requirements for re-election or re-appointment but wish to retire early, along with officials who quit their jobs or retire according to their wishes in the period 2025 - 2030.

In addition to the Government 's regulations, the above cases will be supported one more time, equal to 50% of the regime according to the provisions of Clause 2, Article 3 of Decree 177 of the Government.

Spending more than 23 billion VND to support officials applying for early retirement

Meanwhile, the People's Council of Quang Nam province has just passed a resolution replacing Resolution No. 20 dated August 14, 2024 regulating the policy to support leaders and managers who are still under 1 working term to retire early or stop working before reaching retirement age in the area, period 2025 - 2029.

Accordingly, the support level for each policy beneficiary from the provincial budget will be increased by 20% compared to the old support level.

The total estimated budget for implementing the resolution is over VND23.24 billion. Of which, the support budget for officials under the management of the Provincial Party Committee Standing Committee, members of the district-level Party Committee Standing Committee, vice chairmen of the People's Council, and vice chairmen of the district-level People's Committee (57 people) is over VND17.95 billion; the beneficiaries are secretaries and deputy secretaries of commune-level Party Committees (40 people) will be supported with nearly VND5.3 billion.

Officials, civil servants, public employees and workers who quit their jobs will receive additional support.

Quang Tri province has passed a resolution stipulating support policies for cadres, civil servants, public employees, workers, and part-time workers at the commune level in implementing the reorganization of the apparatus and administrative units in the area.

Accordingly, cadres, civil servants, public employees and workers who retire early will receive an additional 0.55 months of their current salary for each year of work with social insurance, up to a maximum of 200 million VND.

For cadres, civil servants, public employees and workers who quit their jobs, they will be supported with an additional 1.1 months of current salary for each year of work with social insurance contributions, the lowest support level is 6 months of current salary and the maximum is not more than 200 million VND.

Leaders and managers who resign or hold a lower position due to organizational restructuring will receive a one-time support of 10 months of basic salary. The above resolution applies to those who apply for resignation before March 1.

In addition, the People's Council of Quang Tri province also resolved and stipulated support policies for cadres and civil servants who are entitled to regimes and policies according to the provisions of Decree 177/2024/ND-CP (not applicable to vertical agencies and units), with applications for regime and policy settlement submitted before February 20, 2025.

Accordingly, in addition to the policies and regimes prescribed by the Government, each cadre and civil servant is supported with 0.2 months of current salary for each year of work with compulsory social insurance, up to a maximum of 100 million VND.

Mr. Nguyen Dang Quang, Chairman of the People's Council of Quang Tri province, shared that this separate policy creates more motivation for officials and civil servants to retire early, facilitating the arrangement and streamlining of the apparatus.

Quang Ngai province also issued Resolution No. 33 stipulating support policies for redundant civil servants, cadres and redundant non-professional commune-level workers due to the rearrangement of commune-level administrative units in Quang Ngai province in the period of 2023 - 2025.
