Giving opinions at the parliament when discussing the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly on the afternoon of February 12, many delegates were concerned about the name "extraordinary session" and suggested a change.


Delegate Nguyen Anh Tri (Hanoi Delegation) highly appreciated the fact that the 15th National Assembly held many extraordinary sessions, now the 9th session, to promptly resolve many important issues of the country.

However, he was concerned about calling it an extraordinary session because "it sounds a bit tense". Therefore, the delegate suggested that if possible, it should be adjusted to be called an "extraordinary session".

"When the people need it, the country needs it, then the National Assembly will hold an irregular meeting, a meeting that is effective, reasonable and saves time," said Mr. Tri.

Sharing the same opinion, Deputy Head of the National Assembly Delegation of Bac Lieu Province Nguyen Huy Thai suggested considering a more suitable name for extraordinary National Assembly sessions and suggested adding a regulation to name "special sessions".

According to Vice Chairman of the Law Committee Ngo Trung Thanh, many voters are also concerned about the name "extraordinary session".

Mr. Ngo Trung Thanh said that the Constitution stipulates that the National Assembly meets twice a year. In case the President, the National Assembly Standing Committee, the Prime Minister or at least 1/3 of the total number of delegates request, the National Assembly will meet in extraordinary sessions. Thus, the Constitution stipulates that in addition to the two sessions, the National Assembly will meet in extraordinary sessions; the Constitution does not stipulate the name of this extraordinary session.

"Article 90 of the Law on Organization of the National Assembly specifically deciphers the provisions of the Constitution for the two sessions, which according to the provisions of the Constitution we call regular sessions. As for extraordinary sessions, we have not specifically deciphered the provisions of the Constitution.

Therefore, this law amendment is an opportunity to specify and regulate. This extraordinary session can be called a thematic session, or even numbered as usual, with the first, second, and third sessions as in a regular session.

Through voters' opinions, I think we should completely resolve this name," Mr. Thanh said.

Also believing that "what is unusual will become normal", Deputy Head of the National Assembly Delegation of Dak Nong Province, Duong Khac Mai, said that if it is possible to change the name from "abnormal" to "special topic", it will be easier, so that each meeting becomes the normal work of the National Assembly in solving important issues of the country.

However, according to Vice Chairman of the Committee for Culture and Education Ta Van Ha, there is nothing to think about in calling it an "extraordinary meeting" and it does not turn an extraordinary meeting into a normal one.

According to him, calling it "abnormal" is to remind the institution that there are still many things to research, quality must be improved, and also to show that the problems raised need to be solved immediately, and agencies must work day and night.

He said delegates and voters hope that the number of extraordinary sessions will decrease because that proves that the legal system has been basically completed.

Reporting at the meeting, Chairman of the Law Committee Hoang Thanh Tung acknowledged the opinions of National Assembly deputies to continue studying, absorbing and clarifying, and reporting to the National Assembly Standing Committee for submission to the National Assembly for consideration and decision.

According to Mr. Tung, the names "irregular" or "special session" are not subject to the provisions of the Constitution because the Constitution does not restrict the possibility of other forms of organizing sessions other than those prescribed in Article 83 of the Constitution.
