On November 9, information from the People's Procuracy of Binh Giang District said that this unit has just prosecuted 15 defendants who are former officials of Hong Khe commune for the crime of lack of responsibility causing serious consequences, due to selling land without authority.
Specifically, the defendants prosecuted include: Bui Duc Lap (60 years old, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hong Khe commune from October 2015 to July 15, 2016); Nguyen Huu Tam (48 years old, Chairman of the People's Committee of Hong Khe commune from July 25, 2016 to June 2020); Tran Duc Thinh (55 years old, Vice Chairman of the People's Committee of Hong Khe commune for the 2011-2015 term); Nguyen Huu Hien (39 years old, former cadastral officer of Hong Khe commune).
In An Dat village, the defendants were prosecuted for abuse of power while performing official duties, including: Pham Xuan Huong (55 years old, former Party cell secretary); Vu Xuan Thuy (67 years old, former village chief); Duong Quoc Van (58 years old, former Party cell secretary), Nguyen Van Dam (68 years old, former people's inspector in charge of An Dat village, concurrently village treasurer).
Many areas of public land in Hong Khe commune were sold by former leaders and officials without authority, causing damage to the state budget.
In Loi Tri village, the defendants Vu Dinh Dac (59 years old, former Party cell secretary); Vu Dinh Ca (57 years old, former village chief); Nguyen Hoai Chuc (74 years old, former Party cell committee member and village treasurer) were also prosecuted for abuse of power while performing official duties.
In Phu Da village, the defendants were prosecuted for abuse of power while performing official duties, including: Vu Quang Bau (68 years old, former Party cell secretary); Tran Van Khiem (74 years old, former village chief); Tran Thi Lan (48 years old, former deputy Party cell secretary and village treasurer); Do Duc Tho (65 years old, former deputy village chief).
According to the investigation results, from 2014 to 2017, taking advantage of the implementation of the policy of land consolidation, plot exchange, field improvement, and new rural construction, the leaders of the above 3 villages of Hong Khe commune met and agreed to arbitrarily sell public land managed by the commune People's Committee to many households to raise funds to build infrastructure in each village.
Leaders of 3 villages in Hong Khe commune illegally sold 26,603.8 m2 of land to 60 households, collecting a total of more than 6.6 billion VND, causing a loss to the state budget of more than 1.8 billion VND.
