Many flexible and creative ways to develop party member management

Developing party members, managing party members, and improving the quality of new party members are always the top concerns of many provincial Party committees, especially in the context of increasing pressure on annual Party admission quotas, while the source of Party admissions is increasingly scarce. Faced with this situation, many localities have had creative, flexible, and proactive approaches, creating a positive change for this work.

As one of the localities with many creative ways to develop party members, especially religious party members, comrade Tran Van Vien, Head of the Organizing Committee of Kim Son District Party Committee shared: Implementing the Resolution of the 24th District Party Congress, term 2020-2025, on average each year, Kim Son District Party Committee admits 200 party members, of which more than 20 are religious party members.

In 2023 - the first year of implementing the admission target according to Resolution No. 21 dated June 16, 2022, the 5th Conference of the 13th Party Central Committee on "Strengthening the consolidation of grassroots party organization building and improving the quality of party members in the new period", the annual admission rate of new party members must reach 3% or more of the total number of party members in the entire district Party Committee, so the admission target is adjusted to increase compared to the Resolution of the 24th District Party Congress.

This is a target that will face many difficulties if there is no drastic participation of the Party Committee and the political system from the district to the grassroots level. However, with the spirit of innovation, creativity, enthusiasm and responsibility, from the beginning of the year, the Standing Committee of the District Party Committee has focused on leading and directing grassroots party organizations in the district to do a good job of creating sources to train and develop party members with the motto of quantity goes hand in hand with quality.

Also according to the Head of the Organizing Committee of Kim Son District Party Committee: Due to the practical situation of increasingly difficult sources of Party membership, a number of outstanding people in villages, hamlets, and residential blocks, including many village (hamlet) chiefs - very active factors, prestigious with the people and with aspirations to strive to join the Party, have not graduated from junior high school. Therefore, they do not meet the conditions for Party membership according to the Party Charter.

In order to contribute to improving the cultural level, creating a source of training and developing party members and cadres for the grassroots in areas with a large number of religious followers, the District Party Committee's Organizing Committee has coordinated with the District Department of Education and Training; the District Center for Vocational Education and Continuing Education to advise the District Party Committee Standing Committee and the District Party Committee Standing Committee to direct the opening of classes according to the secondary school cultural supplementary program for cadres and members of political and social organizations at the grassroots level.

At the end of the 2022-2023 school year, the district has 56/56 students who are eligible for secondary school graduation certificates, contributing to improving cultural levels, creating a source of training and developing party members and cadres for the grassroots. "These students will continue to be cared for, monitored, and trained by grassroots party organizations to consider introducing them to the Party, ensuring that they meet the standards, procedures, and regulations," added the Head of the Organizing Committee of the Kim Son District Party Committee.

Along with Kim Son, many Party Committees in the province have actively and proactively implemented synchronous solutions to improve the quality of Party member development work. Accordingly, Resolution No. 08-NQ/TU dated March 13, 2017 of the Provincial Party Standing Committee on building and consolidating Party organizations and socio-political organizations in non-state enterprises has been continued to be seriously implemented; Directive 05 on "Strengthening the Party's leadership in Party member development for the period 2021 - 2025" has been implemented... In order to promptly remove difficulties in Party member recruitment, many district Party Committees have assigned Party Committee members to be in charge of the area, closely following the grassroots, and doing a good job of creating sources for Party members; focusing on propaganda, establishing Party organizations in non-state enterprises, promoting training and recruiting outstanding members who have matured in work and study; Pay attention to developing party members among students, workers, managers in enterprises, non-state sectors, and religious people.

In particular, Party committees at all levels have promoted training and admission to the Party among students, thereby contributing to improving the quality and qualifications of new Party members and gradually rejuvenating the Party membership.

With the synchronous implementation of many practical solutions and the high determination of each Party Committee, the work of developing Party members in the province has achieved impressive results. In 2023, the whole province established 12 Party organizations, reaching 120% of the assigned target, admitted 11 Party members who are business owners, the whole province admitted 2,360 new Party members, reaching 104.75% of the annual plan, bringing the total number of Party members in the whole province to 75,180 Party members with 663 grassroots Party organizations.

In particular, many Party Committees exceeded the Party admission target such as: Nho Quan District Party Committee, admitted 320 Party members, exceeding 9.2%; Hoa Lu District Party Committee exceeded 10.9%; Ninh Binh City Party Committee exceeded 3.1%, Yen Mo District Party Committee exceeded 7.4%, Kim Son District Party Committee exceeded 3.6%, Provincial Public Security Party Committee exceeded 56.3%.

Party member management in the current period is identified as an important task in Party building. Performing well the Party member management will contribute to consolidating and improving the leadership capacity and fighting strength of grassroots Party organizations and Party members.

In order to promote administrative reform, apply information technology, innovate, improve the quality and efficiency of Party building work, the Provincial Party Committee Standing Committee has agreed on the policy of deploying the application of "Electronic Party Member Handbook", and assigned the Provincial Party Committee's Organizing Committee to preside over and coordinate with the Provincial Party Committee Office, the Department of Information and Communications, and relevant agencies to develop a pilot implementation plan at the Yen Mo District Party Committee to gain experience in implementing it throughout the province. Up to now, over 90% of the district's party members have installed and logged in to their accounts. According to statistics, on average, over 20,000 party members access the application "Electronic Party Member Handbook" each month; 5,413 party members use their accounts to log in every month.

Comrade Nguyen Thi Kim Dung, Deputy Head of the Organizing Committee of Yen Mo District Party Committee, shared: The implementation of the "Electronic Party Member Handbook" has shown clear effectiveness due to the conveniences brought by the features of this application, especially the transmission of information about Party and government work to Party members. The content of activities as well as the date and time of activities are updated through the electronic handbook, thereby helping Party members to be more proactive in participating in activities as well as contributing ideas to build Party cell resolutions. On the other hand, Party members working far away from home can promptly grasp the situation of the Party cell through the electronic handbook, and Party committees at all levels can also more conveniently manage Party members.

The results of the pilot implementation of the "Electronic Party Member Handbook" in Yen Mo District Party Committee are valuable experiences, serving as a basis for the Provincial Party Committee Standing Committee to consider and direct the implementation of the application of the "Electronic Party Member Handbook" throughout the Provincial Party Committee.

With the innovative and creative ways of localities and units in developing and managing party members, it has contributed to improving the leadership capacity and fighting strength of grassroots party organizations and party members, and building an increasingly clean and strong party and political system.
