Kinhtedothi - On February 10, the Hanoi People's Committee issued Official Dispatch No. 393/UBND-KGVX on strengthening measures to protect people's health from the effects of severe cold.
Accordingly, the City People's Committee assigned the Department of Health to closely monitor the weather situation, the development of severe cold in the area to provide timely recommendations to the people. At the same time, coordinate with news agencies, newspapers in the city and related units to strengthen the dissemination of the Ministry of Health's cold-season health care guidelines for the community and workers for health workers at all levels, especially at the grassroots level, to propagate, advise and guide preventive measures for cold-season health care for the community and workers in many appropriate and effective forms locally.
Along with that, direct medical facilities in the city to ensure adequate provision of emergency medicines, hospital beds, and prepare means to promptly handle common emergency cases; organize medical examination and treatment for people, ensure cold prevention for patients and their families during examination and treatment at medical facilities.
In addition, the City People's Committee assigned the Department of Information and Communications to proactively coordinate with the Department of Health and news agencies and newspapers in the city to strengthen measures to inform, propagate, disseminate, and guide people on health protection during the cold season according to the instructions of the Ministry of Health on mass media, ensuring that information is widely and effectively disseminated; direct press agencies and grassroots information systems to update and fully and accurately post propaganda content on health care during the cold season to raise people's awareness.
The Department of Education and Training directs schools in the area to implement measures to prevent cold for students, ensure adequate conditions to keep warm in the classroom; coordinate with the Department of Health to guide teachers and school health workers to propagate to parents and students how to protect their health in cold weather; consider plans to adjust the school schedule in case the temperature drops too low according to regulations.
The Department of Labor, War Invalids and Social Affairs directs social protection facilities, childcare centers and elderly care centers to implement measures to ensure the health of subjects; increase inspection of eating, living and working conditions of subjects at social protection centers, and ensure adequate necessary warm-keeping items for daily life.
The Department of Construction directs investors, project management boards and contractors in the city to strictly implement measures to protect workers' health in cold weather conditions; ensure warmth and cold protection for workers at construction sites, paying special attention to accommodation and living conditions, providing adequate necessary warm-keeping items; coordinate with relevant units to organize inspections of the implementation of cold prevention measures at construction sites, and instruct workers to comply with the recommendations of the Ministry of Health.
The Department of Finance shall preside over and coordinate with the Department of Health and relevant units to advise the City People's Committee on guidelines for ensuring funding sources for cold prevention and protection of people's health; based on current legal regulations, promptly remove difficulties and obstacles in the procurement of medicines, supplies and medical equipment to ensure adequate means for medical examination and treatment and response to emergency situations caused by cold weather...
The People's Committees of districts, towns and cities are fully responsible for directing their subordinate units to implement measures to ensure people's safety in severe cold conditions; inspect and supervise the implementation of health protection measures in areas at high risk of being affected by cold weather such as schools, hospitals, social protection facilities, outdoor work areas and traditional markets, to ensure people's safety.
Districts, towns and cities need to increase inspections of areas at high risk of health risks caused by cold temperatures such as schools, hospitals, social protection facilities, outdoor labor areas, traditional markets, etc. to provide guidance on implementing health protection measures; coordinate with mass organizations in districts and towns to propagate and mobilize people, especially the elderly, children and outdoor workers, to implement health protection measures in the cold season according to the instructions of the Ministry of Health.
In addition, propaganda should be given to people to absolutely not use charcoal or honeycomb coal to burn and warm up in closed rooms. If the weather is too cold and coal must be used, it should only be used for a short time, the door should be left open to ensure ventilation and only warm up when people are awake; do not use heating overnight and keep the room door closed.
