According to the National Center for Hydro-Meteorological Forecasting, at 6am this morning, January 23, the temperature measured in Ha Dong (Hanoi) was 9.9 degrees Celsius. This is the temperature level that preschool and primary school students do not have to go to school according to regulations. However, many schools still open, delay school hours, and flexibly use online and in-person teaching methods to welcome students and support parents in taking care of their children.
According to the announcement at 7am today from Kim Giang Primary School (Thanh Xuan District, Hanoi), morning classes will be moved back to 8:30am and end at 11:30am because students will not have recess, ensuring they stay warm in class.
If parents let their children stay home, they need to notify the homeroom teacher before 7:50 so that the school kitchen can cut their children's lunch.
Ms. Nguyen Thi Ngan Binh, the school principal, said that the school start time for students from grades 1 to 5 is 8:00 a.m., but according to the Department of Education and Training's instructions, schools can adjust the school time to suit weather conditions.
Therefore, if the weather turns cold, the school can adjust the school hours to 8:30 to 9:00 based on the actual situation.

Nhan Chinh Primary School (Thanh Xuan District, Hanoi) informs parents that on cold days below 10 degrees Celsius, morning class starts at 9:00 a.m., about an hour later than the usual school time. For students who do not eat lunch, they will finish school at 11:30 a.m. Afternoon class start and finish times remain unchanged.
"For parents who cannot bring their children to school at the above time, the school will still open to welcome students to class early, ensuring that they do not play in the yard," according to Nhan Chinh School.
Nguyen Sieu Primary School, Cau Giay District (Hanoi) informed all parents of the school: "From January 22-25, the weather forecast for Hanoi is very cold. If the temperature is below 10 degrees Celsius, primary school students can stay home. However, in that temperature, parents will still send their children to school, the school will arrange classes, teachers will manage students and organize boarding as usual."
Other schools such as Nguyen Tuan Primary School (Thanh Xuan) and Marie Curie School (Nam Tu Liem) also delayed class start times so that students do not have to go to school too early, while maintaining teaching activities, helping parents not to be disturbed by taking time off work to look after their children.
Ms. Pham Thi Le Hang, Head of the Department of Education and Training of Ha Dong District (Hanoi), said that the unit has asked schools to prepare conditions for warm water, warm towels, warm food as well as re-check classrooms to ensure they are airtight. Schools notify parents to proactively let their children stay home when the weather is below 10 degrees for preschool and primary schools.
"Some families do not have the conditions to look after their children, so even if the temperature is below 10 degrees Celsius, schools are always open to welcome students, creating favorable conditions for parents to go to work. After that, depending on the number of students absent, there will be a plan to make up for their missed lessons. For students who are late to school due to the weather during these days, the school will flexibly welcome them back to class," said Ms. Hang.
Schools at all levels will proactively decide when to start and finish school. In the area, most secondary schools start classes between 7:15 and 7:30 a.m.; primary schools from 7:45 to 8 a.m. and preschools from 7 a.m. to 8:30 a.m.
Regarding students' health, the Department of Health Environment Management (Ministry of Health) has issued an official dispatch requesting local Health Departments to strengthen community recommendations on health protection measures against the effects of air pollution.
According to the recommendation of the Ministry of Health, it is possible to consider allowing students (kindergarten, nursery, primary school) to stay home from school if the air quality index is at a hazardous level for 3 consecutive days.
