At this time, the province is actively preparing for the work of summarizing the implementation of Resolution No. 18-NQ/TW, with the urgent spirit of "running and queuing at the same time".
Positive results
Implementing Resolution No. 18 of the Party Central Committee (12th tenure), the Provincial Party Committee and the Party Committee of the Provincial People's Committee promptly concretized and clearly defined the principles, requirements, solutions, tasks and roadmap for the work of reorganizing the administrative apparatus and public service units of the whole province, closely following the goals and tasks in Resolution No. 18, Resolution No. 56 dated November 24, 2017 of the National Assembly on continuing to reform the organization of the state administrative apparatus to be streamlined, effective and efficient, and Resolution No. 10 dated February 3, 2018 of the Government promulgating the Government's Action Program to implement Resolution No. 18. The Provincial Party Committee and the Party Committee of the Provincial People's Committee have urgently, resolutely, focused on directing, issuing plans, directive documents and effectively organizing the work of perfecting the apparatus organization in conjunction with perfecting functions and tasks, streamlining the payroll and restructuring the staff and civil servants. officials and civil servants of agencies and units in the area; specifically identify tasks, solutions, implementation roadmap and assign responsibilities to each agency and unit.

In addition to streamlining staff, Binh Thuan province has issued and increasingly improved policies on training, fostering, promoting, attracting talented people, experts in various sectors and fields, creating high-quality human resources to work in state agencies. Training and fostering plans are built on the basis of surveys and assessments of the current situation in conjunction with planning and arranging and using cadres and civil servants.

With the consensus, unity and efforts of all cadres, civil servants, public employees and workers of the province, after 7 years of implementing the work of reorganizing the apparatus of the province's administrative agencies, certain results have been achieved, creating some positive changes. As a result of the reorganization, the number of specialized departments under the department and agency-level agencies has decreased by 52 focal points, 32 specialized and professional departments have been reduced, and 5 branches have been reduced. Binh Thuan has reorganized and reduced 105 public service units and 3,661 employees receiving salaries from the State budget. From 2019 to present, the locality has implemented 2-phase reorganization, reducing 6 commune-level administrative units.
Plan to merge departments and branches in Binh Thuan
Closely following the orientation on the plan to reorganize the apparatus according to Plan No. 141 dated December 6, 2024 of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, the Party Committee of the Provincial People's Committee clearly defines the purpose, requirements, principles of reorganizing the apparatus and proposes a plan to reorganize and streamline the apparatus of specialized agencies, public service units (PSUs) under the Provincial People's Committee, mass organizations assigned by the Party and State to the provincial level and specialized agencies under the district-level People's Committees.
Accordingly, for the following departments: Department of Justice, Department of Industry and Trade, Department of Culture, Sports and Tourism, Provincial Inspectorate, Provincial People's Committee Office and Binh Thuan Industrial Park Management Board: Review, research and develop plans to restructure the internal organizational structure in conjunction with streamlining the civil servant payroll; review and evaluate the quality of civil servants and public employees based on the requirements of job positions; restructure and improve the quality of civil servants and public employees and improve the effectiveness of state management. Merge the Department of Planning and Investment and the Department of Finance. Merge the Department of Transport and the Department of Construction. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. Regarding the plan to reorganize the apparatus of the public service units under the Provincial People's Committee, the Party Committee of the Provincial People's Committee agreed on the plan: Maintain Binh Thuan College. Merge the Provincial Civil and Industrial Construction Investment Project Management Board; Provincial Traffic Construction Investment Project Management Board; Provincial Agricultural and Rural Development Construction Investment Project Management Board. Propose to merge Binh Thuan Radio and Television Station, Binh Thuan Newspaper and part of the Information Center under the Provincial People's Committee Office into a public service unit under the Provincial People's Committee.
The Party Committee of the Provincial People's Committee also proposed plans to reorganize the apparatus of mass organizations assigned by the Party and the State; Plans to organize specialized agencies under the District People's Committee; Plans to reorganize the steering committees of the Provincial People's Committee.
