Merging Dong Son district into Thanh Hoa city and establishing wards under Thanh Hoa city is a major policy of the Central Government and the province to streamline the apparatus, improve the effectiveness and efficiency of management of authorities at all levels, contribute to promoting socio-economic development, and improve people's lives. Recognizing that importance, the Provincial Party Committee, the Provincial People's Committee, Thanh Hoa city and Dong Son district have focused on directing resolutely, mobilizing the participation of the entire political system, ensuring compliance with Party regulations and State laws, and receiving high consensus and approval from voters and people.
Methodical and decisive direction
Pursuant to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units (UD) at district and commune levels for the period 2023-2030; Resolution No. 05-NQ/TU of the Standing Committee of the Thanh Hoa Provincial Party Committee on the construction and development of Thanh Hoa City by 2030, with a vision to 2045, the Provincial Party Committee issued Decision No. 902-QD/TU on the establishment of the Steering Committee for the Project to merge Dong Son district into Thanh Hoa City, assigning the Department of Home Affairs to preside over and coordinate with relevant sectors and units, based on current legal regulations and the actual situation, to advise on the Plan to build the Project to merge Dong Son district into Thanh Hoa City. On September 5, 2024, the Provincial People's Committee issued Project No. 192/DA-UBND on merging Dong Son district into Thanh Hoa City; Establishment of wards and arrangement of commune-level administrative units in the period of 2023-2025 of Thanh Hoa city, Thanh Hoa province; clearly stating the necessity; history of formation and current status of related administrative units; current status of socio-economic development; plan to merge Dong Son district into Thanh Hoa city, establish wards and arrange commune-level administrative units in Thanh Hoa city; advantages and effectiveness, impact assessment and orientation, development solutions of the city after expansion. After merging Dong Son district into Thanh Hoa city, Thanh Hoa city has 47 commune-level administrative units, including 33 wards and 14 communes.
Pursuant to Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units in Thanh Hoa province for the period 2023-2025; Plan No. 225/KH-UBND of the Thanh Hoa Provincial People's Committee on implementing Resolution No. 1238/NQ-UBTVQH15; Thanh Hoa City and Dong Son District issued a plan to implement the resolution. Therein, it sets out tasks, roadmap, implementation time; plans for arrangement, reorganization, and consolidation of the apparatus and personnel; resolving policies and regimes; arranging and handling headquarters and public assets after the arrangement of administrative units; statistics, inventory, preparation of records and documents for handover and reception; engraving, registration and use of new seals, and recalling old seals; Convert documents for agencies, organizations and citizens... The relevant departments, branches, agencies and units of Thanh Hoa City and Dong Son District, based on the provisions of law; according to the assigned functions, tasks, decentralization and authority, issue guiding documents on the arrangement and consolidation of the organizational apparatus; hand over, receive and convert documents for organizations and individuals; guide agencies and units of the new administrative unit to perform tasks according to the assigned sectors and fields. Thanh Hoa City (after the merger) officially operates from 00:00 on January 1, 2025. After coming into operation, the units maintain continuous operation, ensuring effectiveness and efficiency; not disrupting the lives and activities of the people and the production and business of units and enterprises located in the area.
Officials agree, people trust and support
Immediately after Resolution No. 1238/NQ-UBTVQH15 was issued, the Propaganda Department of Thanh Hoa City Party Committee and the Propaganda Department of Dong Son District Party Committee advised the Standing Committee of Thanh Hoa City Party Committee and the Standing Committee of Dong Son District Party Committee to direct the Party committees, authorities, the Fatherland Front, and organizations to strengthen leadership and direction, promote information and propaganda work on relevant policies and regulations of the Central and the province on the role, significance, and necessity of merging Dong Son district into Thanh Hoa City and establishing wards under Thanh Hoa City; the name and significance of the new administrative unit; the rights and obligations of voters in collecting opinions. Along with the use of methods such as oral propaganda, loudspeaker systems, etc., specialized agencies and units also take advantage of social networks to widely disseminate the resolution with the view that all people are fully and accurately informed of the policy. Currently, 100% of agencies, units, communes, wards and towns of Dong Son district and Thanh Hoa city have implemented the content of the resolution.
Based on the review and assessment of geographical conditions, customs, practices, similar cultural identities and the good work of propaganda, creating consensus among the people, Thanh Hoa City and Dong Son District simultaneously organized to collect voters' opinions on the policy of merging Dong Son District into Thanh Hoa City and establishing wards in Thanh Hoa City to ensure publicity, democracy, objectivity, and compliance with the provisions of law. As a result, in Thanh Hoa City, the total number of voters agreeing to merge the entire natural area and population of Dong Son District into Thanh Hoa City was 250,023/253,678 voters, reaching 98.56%. In Dong Son District, the total number of voters agreeing to merge Dong Son District into Thanh Hoa City was 53,962/55,074 voters, reaching 97.98%.
Realizing that the expansion of the city's administrative boundaries is very important, an objective requirement, in line with development requirements, the people in the province in general, and the people in Dong Son district and Thanh Hoa city in particular, all expressed their agreement and support for the merger policy.
Ms. Le Thi Luong, Dien Bien Ward (Thanh Hoa City), said: "My family and I strongly support the policy of merging Dong Son district into Thanh Hoa City. I think this is a policy that is suitable for the practical situation and the development requirements of the province. Currently, all policies, resolutions, and plans are public, transparent, and most importantly, people are allowed to directly participate in giving opinions on the implementation steps of the process, demonstrating the people's right to mastery."
Mr. Le Huy Hieu, Party cell secretary of Ham Ha ward, Rung Thong town (Dong Son), said: "I think the policy of the Central and the province is completely correct, merging into Thanh Hoa city, Dong Son district will have great conditions and opportunities for development. I believe that the merger will create breakthrough changes in economic development, the city will have a large enough space for long-term development, and have more land to carry out necessary works and projects. Besides, this is also an opportunity to create diversity and richness in culture and spiritual life for the people".
Comrade Le Trong Thu, Secretary of the District Party Committee, Chairman of the People's Committee of Dong Son District, said: The merger of Dong Son District into Thanh Hoa City is consistent with local culture and history; is an inevitable trend; meets management requirements for the urbanization process; contributes to streamlining the organization of administrative units. The Standing Committee of the District Party Committee has directed the Party cells, grassroots Party committees, agencies and units to organize conferences and meetings to widely disseminate to cadres, party members and people of all walks of life the content of Resolution No. 1238/NQ-UBTVQH15; directed comrades in charge of the area to send cadres directly to the grassroots to propagate and mobilize the people. At the same time, it is necessary to do a good job of grasping, reflecting and orienting the thoughts of cadres, party members and public opinion in arranging and implementing the streamlining of the apparatus, with a high spirit of determination and drastic actions to create solidarity and consensus in the entire political system on the policy, requirements and tasks of streamlining the apparatus in the new situation. Therefore, the policy of merging Dong Son district into Thanh Hoa city has received a very high consensus and unity among cadres, party members and people of all walks of life.
The policy of merging Dong Son district into Thanh Hoa city has received the consensus of all classes of people, however, many people are still concerned about the conversion of various types of documents for individuals and organizations, due to the change of administrative unit boundaries. Regarding this issue, at the conference to deploy the plan to implement Resolution No. 1238/NQ-UBTVQH15 organized by Thanh Hoa city, comrade Le Anh Xuan, member of the Provincial Party Committee, Secretary of the City Party Committee, Chairman of the People's Council of Thanh Hoa city, proposed: The advisory agencies of Thanh Hoa city and Dong Son district must proactively coordinate to best prepare the conditions for the merger. During the implementation process, the two localities need to regularly exchange to make timely adjustments, ensuring that the procedures and order of arranging administrative units must be carried out scientifically, reasonably, seriously, responsibly, with quality and efficiency. The new administrative units after the merger must create the most favorable conditions for people and businesses when converting types of documents according to their authority. Based on Plan No. 225/KH-UBND of the Provincial People's Committee on the arrangement of administrative units at district and commune levels in Thanh Hoa province, period 2023-2025 and Plan No. 1582/KH-UBND of Thanh Hoa City People's Committee, the two localities need to develop specific and detailed plans, assigning specific tasks to each unit and individual to perform well the statistics, inventory, records and documents serving the reception and handover between the old and new administrative units.
The high consensus of the people with the policy of rearranging administrative units has contributed to creating conditions for Resolution No. 1238/NQ-UBTVQH15 to be implemented smoothly and effectively. From the determination of the Party Committees and authorities at all levels, the consensus and unanimity of the people, we believe that Thanh Hoa City will become a smart, civilized, unique urban area, a center of finance, trade, tourism, science - technology, high-tech industry, health care, culture, sports, education - training of the North Central and South North regions; contributing to building and developing Thanh Hoa to become a model province as Uncle Ho always wished.
