The project to renovate and upgrade National Highway 14E at the railway overpass location has affected 63 households.

Unblocking the railway overpass

In the implementation of the project to renovate and upgrade National Highway (QL) 14E, the long-standing difficulty lies in the location of the railway overpass (Binh Quy commune). Based on the approved design, the People's Committee of Thang Binh district has directed the compensation unit and the People's Committee of Binh Quy commune to summarize the number of households affected by the railway overpass as 63 plots (63 households).

Up to now, the compensation and site clearance unit has publicly announced the compensation plan for 48 plots of land. The district Department of Natural Resources and Environment is inspecting and appraising 4 plots, 5 plots are in dispute and the People's Committee of Binh Quy commune is completing the documents for 6 plots to be eligible for compensation.

According to Mr. Vo Van Hung - Chairman of the People's Committee of Thang Binh district, because some households expressed their desire to relocate and resettle elsewhere due to the impact of the railway overpass, the District People's Committee submitted a document on March 27, 2024 to the Provincial People's Committee asking for permission to relocate and arrange resettlement for households; at the same time, requesting the project investor, Project Management Board 4, to arrange funds for compensation, support and resettlement.

On April 8, 2024, the Department of Natural Resources and Environment responded to the request for the District People's Committee to continue working with households to reach consensus on resettlement. Through the work, 38/63 households expressed their desire to relocate, 6/63 households wanted to stay, and 19/63 households were hesitant about whether to stay or leave.

In case all 63 households are relocated, the total compensation and support cost is 99.25 billion VND, the total number of resettlement lots is 126 lots. In case 38 households are relocated, the compensation and support cost is 54.15 billion VND, 76 resettlement lots are arranged. If 19 households are hesitant to decide to relocate, the total compensation and support cost for these households is 36.1 billion VND, 38 resettlement lots.

Standing Deputy Secretary of the Provincial Party Committee Le Van Dung suggested that Thang Binh district should mobilize to compensate, support and arrange resettlement for 63 affected households at the railway overpass location. Because the houses at the railway overpass location will be very low, making it difficult to settle down.

Comrade Le Van Dung requested Project Management Board 4 to work with the Vietnam Road Administration and the Ministry of Transport to agree on 99.25 billion VND in compensation, support and resettlement for 63 households.

Regarding this, Mr. Nguyen Quang Huy - Director of Project Management Board 4 said that he will work with the Vietnam Road Administration and the Ministry of Transport to have a specific plan for compensation, support and resettlement for 63 households.

Speed ​​up land acquisition progress

Regarding the project to renovate and upgrade National Highway 14E, by May 6, 2024, Thang Binh district had cleared land and handed over 11.8km/17.4km of the project construction. Mr. Vo Van Hung said that currently, the communes submitting documents to the Department of Natural Resources and Environment to check and consider land compensation conditions are still slow, not ensuring the proposed plan (before March 31).

The main reason is the complicated origin of land use; in many cases, inheritance procedures must be carried out, but because the area is small, households lack cooperation in preparing documents. Land allocation documents according to Decree No. 64 of the Government have many errors...

Although the district's specialized departments have coordinated with each relevant locality to conduct field visits to each specific case to support the completion of the dossier for submitting land compensation conditions, up to now, there are still 180 land plots that have not been completed.

For component project 2 connecting roads from Vo Chi Cong Street to Dong Que Son Industrial Park connecting with National Highway 14H and National Highway 1 through Thang Binh district, total length 22.144km.

Of which, the section from Vo Chi Cong Street to National Highway 1 is 3.744km long; the section from Vo Chi Cong Street to Dong Que Son Industrial Park is 18.4km long. By May 6, 2024, Thang Binh district had disbursed more than 30.4 billion VND and handed over 10.822km of land.

The difficulty in land acquisition for the construction of the road section from Vo Chi Cong Street to Dong Que Son Industrial Park connecting with National Highway 14H is to arrange resettlement for households whose land is recovered. The People's Committee of Thang Binh District has proposed to the Provincial People's Committee to adjust the location of Lot F/F1 out of the boundary of Ha Lam - Cho Duoc Industrial Park and adjust it to residential land planning to arrange resettlement for affected households, but so far the Provincial People's Committee has not given any opinion.

Comrade Le Van Dung requested the Standing Committee of the District Party Committee and the People's Committee of Thang Binh District to regularly work and urge relevant sectors and communes to speed up the progress of compensation, site clearance, support and resettlement to hand over the site to the investor to implement the construction of two key projects.

The Provincial Party Committee agreed on the policy of adjusting the location of Lot F/F1 out of the boundary of Ha Lam - Cho Duoc Industrial Park and adjusting it to residential land use planning to arrange resettlement for affected households. The People's Committee of Thang Binh district continues to work with the Provincial People's Committee and departments and branches to properly implement the procedures and regulations on adjusting the location of Lot F/F1.

Currently, there are 201 households in communes in Thang Binh district whose agricultural land is affected within the 12m clearance area with a request to recover and compensate for the area outside the clearance line for reasons of difficult production, the land plot is divided in half, the remaining area is small... According to the provisional estimate of the compensation unit, the total amount of money needed to compensate for this land area is more than 5.2 billion VND. Standing Deputy Secretary of the Provincial Party Committee Le Van Dung agreed with the proposal of Thang Binh district and assigned the competent authority to advise the Provincial People's Committee to submit to the Provincial Party Committee the documents and procedures for settlement in accordance with regulations.
