On October 25, the National Assembly announced the results of the vote of confidence for 44 positions elected or approved by the National Assembly.

According to the announced results of the vote of confidence , Minister of National Defense Phan Van Giang and National Assembly Chairman Vuong Dinh Hue were the two people with the highest number of votes of confidence.

Most trusted defense minister

Minister of National Defense Phan Van Giang received 448/481 (valid votes) delegates' high confidence ratings. National Assembly Chairman Vuong Dinh Hue received 437/480 delegates' high confidence ratings. In the National Assembly bloc alone with 17 members, Mr. Hue is the one with the most high confidence votes.

As for the Government bloc, among the 23 people who received a vote of confidence this time, Minister of National Defense Phan Van Giang received the highest number of votes of confidence. Next was Deputy Prime Minister Le Minh Khai with 384/480 votes. Prime Minister Pham Minh Chinh ranked third with 373/480 votes. Next were Minister of Justice Le Thanh Long (371/480 votes), Minister of Foreign Affairs Bui Thanh Son (370/480 votes), Minister of Home Affairs Pham Thi Thanh Tra (353/480 votes), Minister of Finance Ho Duc Phoc (334/480 votes).

Next, in the list of 44 people, the people with high confidence votes in the positions after Minister Phan Van Giang and National Assembly Chairman Vuong Dinh Hue are Vice Chairman of the National Assembly Tran Quang Phuong with 426/478 votes, Permanent Vice Chairman of the National Assembly Tran Thanh Man with 414/481 votes, and Vice President Vo Thi Anh Xuan with 410/481 votes.

Minister of Education, Science and Technology "at the bottom"

On the other hand, the person with the lowest number of "high confidence" votes was Minister of Science and Technology Huynh Thanh Dat with 187/480 votes.

Next are Minister of Culture, Sports and Tourism Nguyen Van Hung with 219/481 votes; Minister of Industry and Trade Nguyen Hong Dien with 229/479 votes; Minister of Transport Nguyen Van Thang with 237/479 votes; Minister of Health Dao Hong Lan with 239/479 votes.

Also according to the published data, Minister of Education and Training Nguyen Kim Son received the lowest number of votes of confidence with 72/479 votes. Minister of Science and Technology Huynh Thanh Dat came next with 71/480 votes.

The person with the third lowest number of votes of confidence is Minister of Culture, Sports and Tourism Nguyen Van Hung with 62 votes. Next is Minister of Industry and Trade Nguyen Hong Dien with 61 low votes of confidence, Minister of Health Dao Hong Lan with 54 low votes of confidence...

All members with low confidence votes are below 20%.

The results of the vote of confidence will be a parameter for the members of the Government, ministers, and positions taking the vote this time to have more basis to plan better strategies and plans for their work. At the same time, it will also help visualize better the expectations of delegates and voters to make more efforts in the remaining half of the term.

Speaking after the National Assembly passed a resolution confirming the vote results, National Assembly Chairman Vuong Dinh Hue affirmed that the vote of confidence was conducted strictly, democratically, objectively, publicly, transparently and seriously in accordance with the content, process and procedures prescribed in Resolution No. 96 of the National Assembly.

Speaking to Tuoi Tre, delegate Do Chi Nghia - standing member of the Committee for Culture and Education - pointed out that after the vote of confidence, those with high confidence will be happier, those with low confidence will be more thoughtful about the efforts of not only themselves but also the entire industry and sector. Therefore, he said that this is not a "fixed" assessment but only a direction for ministers to look forward and there will be solutions to promote the industry to move forward.

He cited the fact that in previous elections, some ministers received low votes at first but higher votes in the next election because they clearly saw the difficulties and obstacles to resolve.

"Here, we must also clearly share that there are some tasks and difficulties that have accumulated over many terms. There are areas that receive great expectations but resources are limited, and to resolve them requires a lot of time, such as education and culture...", he said.

Deputy Head of the Delegation Affairs Committee Ta Thi Yen said that the good news is that all the personnel who were voted on had safe voting results - that is, no leader had a confidence vote rate lower than 50%. In fact, some sectors such as education, science and technology, industry and trade, culture, health, and transportation have made great efforts to overcome these shortcomings in the past, but there are still limitations.

Ms. Yen also said that the industry commanders whose opinions were consulted were all new personnel, many of whom were holding important positions for the first time, so they needed more time to undergo challenges and gain experience to do better in these positions.

Therefore, according to delegate Yen, the results of the vote of confidence will be the basis for the person being voted to clearly see his/her responsibility to the people and voters nationwide to continue to strive and practice. From there, the quality and efficiency of work will be further improved; at the same time, it will be an important basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres.

Motivation for ministers to look back

Delegate Hoang Thi Thanh Thuy - Deputy Head of the National Assembly Delegation of Tay Ninh Province - said that the results of the vote of confidence showed the objectivity and frankness of the National Assembly deputies with the leaders. Looking at the results, the sensitive sectors and fields that the public is interested in all show a low rate of high confidence votes and a higher rate of low confidence votes. "This result reflects the reality. Because these are difficult fields, requiring many issues to be handled, the resolution takes a long time with many solutions, requiring higher demands from the ministers. From this result, we can do better in personnel work, select and evaluate cadres, and prepare a team of cadres for the next term of the Party Congress. This is also a motivation for the ministers to look back and review their limitations and shortcomings to do their jobs better. The assessments also show impartiality, regardless of whether the leaders hold high or low positions, they all have high confidence ratings, trust and low confidence ratings equally" - Ms. Thuy said.

Why are education, technology, culture, industry and trade at the bottom?

Expressing her opinion on the sector leaders with low confidence votes at high levels, delegate Hoang Thi Thanh Thuy frankly pointed out that these fields still have certain limitations, while these are fields that have great influence on society and are of interest to voters.

As in the field of education and training, issues related to the innovation of general education programs pose problems for the industry and the minister must be the one to take the lead, the captain who encounters difficulties and must propose more effective solutions. Therefore, it shows more and higher evaluation and expectations for these ministers in overcoming the limitations of this industry. Or the field of science and technology is the leading important industry, delegates said that in the past, there were many limitations in this field.

The field of science and technology has not developed in accordance with the investment and expectations of the State. Although our country's investment in science and technology is not equal to other countries, the budget still allocates a considerable amount of resources for this activity. However, the investment in science and technology has only stopped at research topics and lacked application, so the contribution rate of science and technology to the development of the economy is still unclear.

Also expressing his opinion on this issue, delegate Truong Xuan Cuong (Hanoi delegation) said that there are difficult sectors with historical significance such as education, industry and trade, science and technology, which are all very sensitive sectors that affect many people.

As with the industry and trade sector, there are very hot issues. For example, how to develop the electricity sector, especially clean electricity, how to invest in construction, selling prices and connecting to the grid when policies have not kept up with demand. Or how will the petroleum sector be managed according to market mechanisms? Market management, the situation of counterfeit goods, smuggled goods, and banned goods entering Vietnam while the last step is managed by the Ministry of Industry and Trade.

Delegate Do Chi Nghia said that this credit rating is just one step, at a certain time, and there is still a lot of room in the future for further development.

Meanwhile, to move forward, we must look back at the past. "These parameters with very specific quantification will create pressure on ministers and industry leaders, but they are also a driving force. I believe in the fair assessment of delegates and the courage of the people who are voted for," Mr. Nghia stated his opinion.
