General Phan Van Giang, Minister of National Defense, requested to study and develop a plan to organize local military forces based on the viewpoints on the all-people national defense policy, the people's war policy, all-people, comprehensive.
On February 28, the Ministry of National Defense held a conference assigning tasks to agencies and units to research and propose local military organizations.
At the conference, Senior Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army, reported on the draft plan of the General Staff of the Vietnam People's Army proposing to organize local military forces according to the Party and State's policy on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
Based on the current practical situation of geography, area, population size, number of districts and communes and the specific functions, tasks and organizational structure of the Vietnam People's Army, the draft plan has proposed to build a suitable local military agency.
Delegates analyzed and proposed ideas for organizing local military forces in the spirit of Resolution No. 05 of the Politburo on the organization of the Vietnam People's Army for the 2021-2030 period and the following years; Conclusion No. 126 of the Politburo on a number of contents and tasks to continue to arrange and streamline the organization of the political system in 2025.
Speaking at the conference, General Phan Van Giang, Minister of National Defense, requested the General Staff of the Vietnam People's Army and relevant agencies to study and develop a plan for organizing local military forces based on the Party's viewpoints on the all-people national defense policy and the people's war policy, all-people and comprehensive; in accordance with Vietnam's national defense strategy, military strategy, and the Party's viewpoints on building a strong reserve force and widespread militia and self-defense forces.
As of February 15, the army has adjusted nearly 2,900 organizations. Of which, 1 general department, 2 army corps, 37 department-level and equivalent levels, and nearly 300 departments have been reduced. By the end of 2024, the Vietnam People's Army will be basically streamlined, strong, and have a synchronous and reasonable organizational structure between its components and forces, 1 year ahead of schedule compared to Resolution No. 05.
In the 2025 - 2030 period, the Ministry of National Defense determined to continue to thoroughly grasp and concretize the requirements of the Politburo and the Party Central Committee on continuing to implement Resolution No. 18, building a "streamlined - compact - strong - effective - efficient - effective" political system; upholding the Party's organizational leadership principles, ensuring the Party's absolute and direct leadership in all aspects over the Vietnam People's Army.
