Establishment of the Drafting Committee and Editorial Team for the Decree guiding the Law on Housing and renovation and reconstruction of apartment buildings

The Minister of Construction has just signed Decision No. 02/QD-BXD to establish the Drafting Committee and Editorial Team of the Decree detailing and guiding the implementation of a number of articles of the Housing Law and the Decree on renovation and reconstruction of apartment buildings.

Accordingly, the Drafting Committee for the Decree detailing and guiding the implementation of a number of articles of the Housing Law and the Decree on renovation and reconstruction of apartment buildings consists of 30 members, headed by Deputy Minister Nguyen Van Sinh. The editorial team will consist of 33 members, headed by Mr. Hoang Hai - Director of the Department of Housing and Real Estate Market Management.

The Decision clearly states that the Drafting Committee, the Head, Deputy Head and members of the Drafting Committee are responsible for performing the tasks prescribed in Article 54 of the Law on Promulgation of Legal Documents 2015 and Article 26 of Decree No. 34/2016/ND-CP dated May 14, 2016 of the Government detailing a number of articles and measures for implementing the Law on Promulgation of Legal Documents. The Editorial Team, the Head and members of the Editorial Team are responsible for performing the tasks prescribed in Article 27 of Decree No. 34/2016/ND-CP.

Members of the Drafting Committee and Editorial Team are responsible for attending all meetings of the Drafting Committee and performing assigned tasks. The Drafting Committee and Editorial Team shall cease operations and dissolve themselves after the Decree is signed and promulgated by the Government.

Previously, at the 6th Session, the 15th National Assembly voted to pass the Housing Law (amended) and the Real Estate Business Law (amended) with a high approval rate.

Hanoi private houses increase in price at the end of the year

While many real estate segments are in a state of slow liquidity, the private housing segment in Hanoi continues to record growth in the buying and selling market.

According to a recent report by a real estate research unit, private houses located in alleys in Hanoi's inner city districts, compared to the second quarter of 2023, have increased in price and interest by 2-9%. In particular, private house prices in Tay Ho district increased the most by 9%, while private houses in the remaining districts of Dong Da, Ha Dong, Hai Ba Trung, and Hoang Mai increased in price by 4-8%.

Not only did the asking price increase, but the level of interest in the private housing segment in Hanoi also increased by an average of 2-3% compared to the second quarter of 2023.

According to a survey, the segment of private houses in Hanoi with a price range of 3-5 billion VND is having the best transactions in the real estate market. Buyers at this time prioritize choosing ready-built houses that can be moved in immediately.

Explaining the current situation of real estate prices increasing at the end of the year, Mr. Nguyen Van Dinh - Chairman of the Vietnam Real Estate Brokers Association - said that, associated with the mindset of "every inch of land is gold", the demand for real estate ownership and the need for asset accumulation of Vietnamese people is very large. Therefore, real estate in the inner city area aiming at real housing needs has recorded stable liquidity, especially in the challenging period of the current market.

According to Mr. Dinh, the real estate market does not fluctuate suddenly like some other segments, but depends a lot on policy fluctuations, planning information, market timing, etc.

The survey shows that for real estate in inner-city districts, the 3-6 billion VND segment has the strongest transactions. The majority of Vietnamese people have a "safe and secure" mentality, many still prefer to live in ground-level houses. The supply in the center has almost no major fluctuations because the land fund cannot expand. However, supply and demand are always balanced despite market fluctuations.

Before Tet is also a good time for sellers to quickly liquidate real estate when the market is active and buyers are willing.

Details of 3 plots of land in Thu Thiem New Urban Area to be auctioned

At the program "People ask - Government answers" with the theme "Resources for socio-economic development of Ho Chi Minh City in 2024" held on January 7, Mr. Huynh Van Thanh, Deputy Director of the Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City, informed about the land auction plan in Thu Thiem New Urban Area, Thu Duc City in 2024.

According to Mr. Thanh, the Ho Chi Minh City People's Committee has approved the plan to auction land lots in the Thu Thiem New Urban Area. In the immediate future, in 2024, Ho Chi Minh City plans to auction 3 land lots here with an estimated revenue of more than 24,000 billion VND.

Regarding land lots outside the Thu Thiem New Urban Area, the Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City said that the city will gradually conduct auctions according to the project "Land management and directions for effective land use in the city" issued by the department from 2021.

According to research, the 3 plots of land in Thu Thiem New Urban Area expected to be auctioned in 2024 are all clean land, have prime locations and 4 frontages. These three plots include: Plot I-1 and Plot I-2 in Functional Area No. 1; Plot 3-5 in Functional Area No. 3.

Specifically, according to the planning, lot I-1 is located in the Multi-functional Residential and Commercial Area including 9 lots of land in Functional Area No. 1, An Khanh Ward, Thu Duc City. This lot has an area of ​​8,004.2m2, the winning bidder is allowed to build a maximum of 10 floors, 209 apartments and a maximum population of 836 people.

Also located in the Multi-functional Residential and Commercial Area consisting of 9 plots of land in Functional Area No. 1, plot I-2 is planned as a multi-functional residential area. The area of ​​this plot is 7,886.7m2, the construction on the land is a maximum of 10 floors, 205 apartments and a maximum population of 821 people.

Land lot 3-5 in Functional Area No. 3, scheduled to be auctioned this year, is one of four land lots that were successfully auctioned in November 2021. Dream Republic JSC won the auction for this land lot at VND 3,820 billion, nearly 7 times higher than the starting price.

However, after the Ho Chi Minh City People's Committee approved the auction results and the Tax Department issued a notice to pay, Dream Republic JSC did not pay, accepting the loss of the deposit.

Plot of land with symbol 3-5 in An Khanh Ward, Thu Duc City, has an area of ​​6,446m2. According to the planning, this plot of land is located in the Northern Residential Area of ​​Functional Areas No. 3 and No. 4, Thu Thiem New Urban Area.

The winning bidder will be allowed to build a maximum of 15,000m2 of total floor area, 76 apartments and a maximum population of 608 people.

Localities will report on the management of the real estate market and social housing.

The Ministry of Construction has just sent a document to the People's Committees of provinces and centrally run cities requesting reports on the implementation of legal policies on real estate market management and social housing development from 2015 to the end of 2023.

The Ministry of Construction said that on June 22, 2023, the 15th National Assembly issued Resolution No. 95/2023/QH15 on the establishment of the Supervision Team "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023". The National Assembly's Supervision Team issued a detailed Plan on October 27, 2023 to implement the Resolution.

At the request of the Supervisory Delegation dated November 3, 2023 on "Reporting on the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023", the Ministry requested the People's Committees of provinces and centrally run cities to focus on directing the reporting of the contents according to the attached outline.

According to the Ministry of Construction, the content of the local report should focus on the results and limitations in the issuance of legal documents and implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023 in the locality. The report contents include: direction, administration, management, operation, and regulation of real estate in the locality; forms of social housing development, capital sources for social housing construction, real estate supply and transactions, etc.

The Ministry of Construction's official dispatch stated: "Reports from localities are requested to be sent to the Ministry of Construction before February 5, 2024, through the Department of Housing and Real Estate Market Management."
