Network operators must take responsibility if junk SIMs appear on the market.

At the regular press conference of April 2024 of the Ministry of Information and Communications, on the afternoon of April 8, Deputy Director of the Department of Telecommunications (Ministry of Information and Communications) Nguyen Phong Nha said that mobile telecommunications enterprises have been implementing measures to notify subscribers to review, verify, and clarify the SIMs they are using, thereby helping to handle SIMs with information that is not in accordance with regulations.

According to Mr. Nguyen Phong Nha, subscriber SIMs are just one of many methods that subjects take advantage of to carry out acts of spreading "spam messages" and "spam calls". To thoroughly prevent this situation, the participation of the whole society, especially organizations and enterprises that are doing business and providing services, is needed. For example, Decree 91/2020/ND-CP clearly stipulates that advertising calls must use an identifier, so securities, real estate, insurance companies... need to register and use the Voice Brandname service to make advertising calls when needed, instead of hiring subjects to use advertising services via telephone that are not in accordance with regulations.

To deal with the problem of junk SIMs, junk messages, and junk calls, the Ministry of Information and Communications has developed a tool to help users check how many SIMs they own. Recently, the leaders of the Ministry of Information and Communications have directed the Telecommunications Department to coordinate with network operators to change the text message syntax to check subscriber information via the number 1414.

Accordingly, with the new syntax, to look up information about the number of SIMs owned, subscribers will have to provide their citizen identification number. This is to ensure the confidentiality of subscriber information for users.

Statistics show that network operators have received 6 million text messages to the 1414 hotline, along with documents to check subscriber information. Up to now, mobile users have gradually become familiar with the new lookup syntax.

In March, the Telecommunications Department recorded about 1.62 million documents, equivalent to 7.9 million SIMs belonging to the subscriber group with 4 to 9 SIMs. To date, about 1,200 subscribers have reported to telecommunications companies, questioning the strange SIM numbers they own.

Since then, the network operators have removed the subscriber numbers from the list that customers have reported, and carried out one-way and two-way blocking procedures for subscribers with incorrect names and documents.

“The Ministry of Information and Communications has instructed that from April 15, mobile telecommunications enterprises will be fully responsible if new SIMs that are not developed in accordance with regulations appear on the market. In case of detecting violations, the Ministry will organize inspections and strictly handle them (including reviewing and stopping new development), at the same time, issue written reminders to the heads of enterprises and report to the Prime Minister for consideration of disciplinary action," said Mr. Nguyen Phong Nha.
