National Assembly Chairman Tran Thanh Man expressed his joy at meeting 100 delegates from 32 countries and territories around the world returning to their homeland to celebrate the New Year of the Snake.

On the afternoon of January 19, at the National Assembly House, National Assembly Chairman Tran Thanh Man met with representatives of the overseas Vietnamese community attending the program "Spring Homeland 2025."

National Assembly Chairman Tran Thanh Man expressed his joy at meeting 100 delegates from 32 countries and territories around the world returning to their homeland to celebrate the New Year of the Snake.

On behalf of the leaders of the Party, State, and the National Assembly Standing Committee, the National Assembly Chairman sent to the delegates attending the "Homeland Spring 2025" program as well as the overseas Vietnamese community best wishes for health and warmest congratulations.

The National Assembly Chairman affirmed that with about 6 million Vietnamese living in over 130 countries and territories, overseas Vietnamese are an inseparable part of the Vietnamese nation, an important bridge between Vietnam and the world. In 2024, our compatriots will send back about 16 billion USD in foreign currency.

The Party and State have always paid attention and issued many important directives, resolutions and laws for overseas Vietnamese such as: Resolution No. 36-NQ/TW dated March 26, 2004; Directive No. 45-CT/TW dated May 19, 2015; Conclusion No. 12-KL/TW dated August 12, 2021 of the Politburo.

On that basis, the Government concretizes specific action programs to mobilize the strength of the overseas Vietnamese community to contribute to national construction.

Informing the people about the socio-economic development situation in 2024, the National Assembly Chairman said that our country has achieved important results in all areas: completing and surpassing all 15/15 main targets. GDP growth reached 7.09%. Average income is about 4,700 USD/person; the poverty rate is below 1.93%...

Socio-political stability; ensuring growth targets, curbing inflation, stabilizing the macro-economy; national defense and security maintained. Foreign affairs strengthened.

“The Vietnamese community abroad has made very important contributions to the country's overall achievements,” the National Assembly Chairman emphasized.

Regarding the activities of the National Assembly, the National Assembly Chairman stated that the National Assembly has issued mechanisms and policies to create favorable conditions for domestic and foreign investors: passing the Law on Public Investment (amended); Law amending and supplementing a number of articles of 4 laws in the investment field; Law amending and supplementing a number of articles of 9 laws in the finance and budget fields...

The National Assembly also approved the investment policy for the North-South high-speed railway project; the restart of the Ninh Thuan nuclear power project; and the investment policy for the National Target Program on Cultural Development for the 2025-2035 period, which includes the construction of cultural centers in several countries to facilitate the Vietnamese community's activities and studies.

Many laws were passed during the 15th National Assembly term to facilitate overseas Vietnamese to return to their homeland to live, produce and do business. Accordingly, the 2024 Land Law stipulates that overseas Vietnamese are Vietnamese citizens with the rights and obligations to use land and the ability to access land like domestic individuals (to own houses in Vietnam).

The 2023 Housing Law stipulates that Vietnamese people residing abroad who are allowed to enter Vietnam have the right to own houses associated with land use rights; are granted a Certificate for houses under their legal ownership; sell, lease-purchase, donate, exchange, inherit, mortgage, and contribute capital with houses in accordance with the provisions of law.

The 2023 Law on Identity Cards stipulates: Vietnamese people residing abroad are Vietnamese citizens eligible to be issued identity cards.

The National Assembly Chairman stated that 2025 is a year with many important events for the country, the final year of implementing the 5-year socio-economic development plan (2021-2025) and also the final year of implementing the Resolution of the 13th National Party Congress, the year of preparing for Party Congresses at all levels towards the 14th National Party Congress; preparing for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. This requires the Party, State, National Assembly, and Government to focus on efforts, breakthroughs, and acceleration for development, creating the best premise for the country to enter a new era, an era of the Vietnamese people's rise.

The National Assembly Chairman hopes that the overseas Vietnamese community will continue to contribute their wisdom, experience and knowledge to build and develop their homeland and country; and proactively and positively contribute ideas in the development of policies and laws, especially those related to overseas Vietnamese.

The National Assembly Chairman suggested that our compatriots abroad continue to be an important bridge in promoting cooperation between Vietnam and countries around the world; he hoped that they would continue to play a pioneering role in investing in the country, transferring technology, starting creative businesses and connecting with international organizations and businesses to promote the rapid and sustainable development of the country's economy.

The National Assembly Chairman noted that preserving, maintaining and promoting national cultural identity, people should not only preserve the Vietnamese language, but also spread traditional Vietnamese cultural values ​​to the world.

Emphasizing that Vietnam is facing many challenges such as climate change, protecting national sovereignty, energy security, digital transformation, etc., the National Assembly Chairman hopes that people can contribute practical ideas and initiatives to support the National Assembly in performing its role of supervising and deciding on these important issues.

Speaking at the meeting, the overseas Vietnamese representative thanked the Party and State leaders for always showing affection and concern for the overseas Vietnamese community; having many policies and guidelines to support the integration of overseas Vietnamese in the host country; and affirmed that they will make more contributions to their homeland, realizing the aspiration to develop the country in the new era, the era of national development./.
