Traffic violators who evade paying fines will not be granted or have their driver's licenses renewed.

From January 1, 2025, traffic violators who have not yet completed the request of the competent state agency to pay administrative fines will not be granted, exchanged, or re-granted a driver's license.

The Traffic Police Department (CSGT) of the Ministry of Public Security said that the Law on Road Traffic Order and Safety (TTATGT) has been passed by the National Assembly and will take effect from January 1, 2025 with many new regulations about to be applied.

Among them are sanctions related to the conditions of vehicle drivers participating in traffic; driving licenses; driving license points; age and health of vehicle drivers; issuance, exchange, reissuance and revocation of driving licenses.

Many new regulations on the process of presenting and checking driving licenses create convenience for people.

Accordingly, from January 1, 2025, Article 62 of the Law on Traffic Safety stipulates that driving license points will be used to manage drivers' compliance with road traffic safety laws on the database system and will include 12 points.

For each violation of road traffic safety laws, the driver will have points deducted depending on the nature and severity of the violation. The points deducted will be updated in the database system and the driver will be notified immediately after the penalty decision takes effect.

Notably, from January 1, 2025, those who violate road traffic safety regulations and have not yet completed the request of the competent state agency to pay the administrative fine will not be granted, exchanged or re-granted a driver's license.

The new law also clearly states that a driving license will be revoked in one of the following cases: The licensee does not meet the health requirements according to the conclusion of the medical examination and treatment facility for each license class; The driving license is issued in violation of regulations.

The driver's license has expired the temporary detention period or the statute of limitations for executing the decision to handle administrative violations according to the provisions of law if the violator does not come to receive it without a valid reason.

Authorities encourage people to soon change their driving licenses to PET material to receive many benefits.

In addition, from the effective date of the Law on Traffic Safety, people who already have a driving license can exchange or reissue this document in the following cases: The driving license is lost, damaged and no longer usable; before the expiration date stated on the driving license; or changes to the information stated on the driving license.

Foreign driving license issued by a competent foreign authority that is still valid; driving license issued by the Ministry of National Defense or the Ministry of Public Security upon request or when the holder is no longer on defense or security duty.

Also according to the new Law, the authorities encourage people to change their unlimited driving licenses issued before July 1, 2012 to the new type of license (made of PET material) to facilitate synchronization and connection with the national database and VNeID application.

According to the Traffic Police Department, the Law on Traffic Safety stipulates that the Ministry of Transport shall perform state management of training, testing, and granting of driving licenses; technical safety quality and environmental protection of motor vehicles, specialized motorbikes, motor vehicle spare parts and other management tasks as prescribed; and promulgate national technical regulations on child safety equipment.

The Ministry of Health shall carry out state management of the health conditions of drivers and specialized motorbike operators participating in road traffic; and regulate the determination of alcohol concentration and endogenous alcohol concentration in the blood.
