Article 32 of the Road Traffic Law clearly stipulates that pedestrians participating in traffic must comply with the regulations to ensure safety. Failure to comply will result in penalties according to the law.
Article 32. Pedestrians
1. Pedestrians must walk on sidewalks and roadsides; in cases where there are no sidewalks or roadsides, pedestrians must walk close to the edge of the road.
2. Pedestrians may only cross the street at places with traffic lights, crosswalks, or pedestrian overpasses or tunnels and must obey traffic signals.
3. In cases where there are no traffic lights, pedestrian crossings, overpasses, or tunnels, pedestrians must observe oncoming vehicles, only cross the road when it is safe, and are responsible for ensuring safety when crossing the road.

4. Pedestrians must not cross the median strip or cling to moving vehicles; when carrying bulky objects, they must ensure safety and not obstruct people and vehicles participating in road traffic.
5. Children under 7 years old must be led by an adult when crossing urban roads or roads with frequent motor vehicle traffic; everyone has the responsibility to help children under 7 years old when crossing the street.
In addition, compliance with road signs with or without road markings is regulated in Clause 4, Article 11 of the 2008 Road Traffic Law as follows: At places with road markings for pedestrians, vehicle drivers must observe, reduce speed and give way to pedestrians and wheelchairs of the disabled crossing the road.
In places where there are no pedestrian crossings, drivers must observe and, if they see pedestrians or wheelchairs of disabled people crossing the road, they must reduce speed and give way to pedestrians or wheelchairs of disabled people to ensure safety.
Regarding the level of fines, based on Article 9 of Decree 100/2019/ND-CP, dated December 30, 2019, regulating penalties for pedestrians violating road traffic rules, violators will be fined from 60,000 to 100,000 VND for the following violations: Not walking on the prescribed road section, crossing the median strip, crossing the road in the wrong place or not ensuring safety.
In addition, pedestrians entering the highway (except those serving the management and maintenance of the highway) will be fined from 100,000 to 200,000 VND.
On the other hand, Clause 3, Article 260 of the 2015 Penal Code stipulates: If a pedestrian violates traffic laws such as crossing the street or walking on the roadway (which is the main cause) leading to a traffic accident (TNGT) with particularly serious consequences, he or she may face imprisonment from 7 to 15 years.
Therefore, every citizen when participating in traffic, whether on foot or by any means, needs to be aware of compliance to ensure safety for themselves and for everyone around them.
If this is not followed and causes a traffic accident, the pedestrian will be held administratively or even criminally responsible, and may face a maximum prison sentence of 15 years.
