After the Prime Minister decided to choose October 10 every year as National Digital Transformation Day, this is the second consecutive year that this event has been held. In recent times, national digital transformation work, especially digital data in 2023, has achieved many positive results such as in connecting and sharing data; exploiting data to serve people and businesses; developing digital data infrastructure; digitizing data.
Specifically, the national data integration and sharing platform operates effectively, service capacity is enhanced (1.6 million daily transactions); The National Population Database (NDB) received nearly 1.2 billion requests for information lookup and verification; the National Insurance Database has verified information on over 91 million people with the National Population Database; the National Electronic Civil Status Database has over 45 million birth registration data, of which over 9.2 million children have been issued personal identification numbers; the National Civil Servants and Public Employees Database has connected and synchronized data with 100% of ministries, branches and localities; synchronized over 2.1 million data of cadres, civil servants and public employees (reaching a rate of 95%)...
To date, the Government and Prime Minister's information system has connected data with 80 ministries, branches, localities, corporations, and state-owned corporations and has shared daily and monthly test data from ministries and branches to 15 localities to serve the direction and operation. The pioneering role of leading digital technology enterprises in Vietnam in deploying national and specialized databases, building digital platforms for small and medium-sized enterprises, finance, payment, and value-added services has contributed to promoting the growth of Vietnam's digital economy in recent times.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized: “Innovation in a comprehensive, consistent, all-encompassing, interconnected but focused manner; with the participation of the entire political system, the active participation of the entire people and business community, bringing practical benefits to the nation, people and to the people and businesses themselves is the decisive factor to ensure success in national digital transformation”.
The Prime Minister said that digital transformation is an objective requirement, a strategic choice, and has become a movement and a trend that is taking place very strongly and widely in the world. Many documents and resolutions of the Party have deeply mentioned digital transformation, digital economy, and digital society in the goals, perspectives on development and strategic breakthroughs; identifying digital transformation as one of the key tasks. 2023 is the year of "national digital data", with the view that digital data is a national resource, the foundation of development; it is necessary to seize and take advantage of opportunities to exploit and promote the value of digital data to become an important resource for serving the development of the digital economy, digital society, and digital citizens.
The Prime Minister emphasized that in digital transformation, the Vietnamese Government has identified the dual goal of developing a digital government, digital economy, and digital society, while forming Vietnamese digital technology enterprises with global competitiveness to realize the aspiration of a strong and prosperous Vietnam, with prosperous, well-off and happy people.

On behalf of the Government, Prime Minister Pham Minh Chinh acknowledged, warmly commended and highly appreciated the efforts, determination and achievements of all levels, sectors, localities, business communities and people, which have significantly contributed to the national digital transformation in recent times. However, today's results are only initial results, there is still much work to be done, including efforts to resolve many limitations, difficulties and obstacles in the digital transformation process, especially digital data. Many difficulties, obstacles and challenges have been identified such as: connecting and sharing data; digitalizing data; standards and technical regulations on digital data; digital data infrastructure; information security, network security and human resources.

According to Prime Minister Pham Minh Chinh, to effectively and substantially implement national digital transformation, it is necessary to have a systematic strategy, focused implementation, key points, creating changes in management, operation and social governance methods. The consistent viewpoint of the Government is to take people and enterprises as the center, the subject, the goal and the driving force and resource of digital transformation.
Accordingly, digital transformation must enable people and businesses to benefit from public services and social utilities more conveniently, faster and more effectively, and they themselves will create resources for development. They must have a strategic vision and innovate in thinking, perception and action to suit practical conditions; inherit and further promote the results achieved in the past; overcome barriers, difficulties and challenges, create more breakthroughs with a comprehensive, holistic and all-people perspective, leaving no one behind. At the same time, strongly apply science and technology, promote innovation, create motivation in the spirit of catching up, progressing together and striving to make breakthroughs in building a digital government, digital economy and digital society.
“National digital transformation must be implemented in a comprehensive and comprehensive manner, but must prioritize quality over quantity and focus on four main priorities: developing digital data; developing online public services associated with people and businesses and with large coverage; developing digital platforms, especially national databases; and ensuring network security and information security,” the Prime Minister stated.

Prime Minister Pham Minh Chinh affirmed that the national database is a new resource and an important foundation for national digital transformation, so it must have high connectivity, interconnectivity, and sharing among ministries, branches, localities, between levels of government, and between the public and private sectors; it is necessary to focus on promoting decentralization, delegation of authority, individualization of responsibilities associated with appropriate resource allocation, improving the capacity of implementing officials, strengthening inspection and supervision, and promoting the responsibility of leaders.
2023 is the year of "national digital data", with the view that data is a national resource, it is necessary to seize and take advantage of opportunities to exploit and promote the value of digital data to become an important resource for the development of the digital age. The Prime Minister requested ministries, branches and localities to focus on perfecting mechanisms and policies for digital infrastructure, digital platforms and digital human resources to promote stable and sustainable development of digital data; promoting data creation through the implementation of construction, development, connection, sharing and exploitation of specialized national databases is an important factor in digital transformation, serving socio-economic development, creating new values.

Prime Minister Pham Minh Chinh also assigned specific tasks to ministries, branches and localities and requested them to join hands to remove bottlenecks in the implementation of Project 06 and determined that this is the decisive factor for all successes of national digital transformation in the coming time, bringing practical benefits to people and businesses. "We believe that the national digital transformation and digital data development will have many comprehensive and positive changes, contributing significantly to the successful completion of the goals and tasks of socio-economic development in 2023 and the 5-year Plan 2021-2025, bringing a prosperous and happy life to the people," the Prime Minister expressed.
