People will pay for public services via Mobile Money accounts.

People can choose from a variety of online public service payment methods on the National Public Service Portal, VNeID application and via Mobile Money accounts.

In order to implement the objectives of the Project to promote payment via banks for public services and the National Financial Inclusion Strategy, the National Payment Corporation of Vietnam (NAPAS) has coordinated with ministries, branches and relevant units to deploy electronic payment methods for people and businesses when paying for public services online.

Implementing the task assigned by the State Bank of Vietnam (SBV) on connecting payment infrastructure in the field of public services, in recent times, NAPAS has proactively coordinated with member organizations, ministries, departments and branches to deploy a variety of electronic payment methods to bring convenience, speed and safety to people when making online public service payments.

Accordingly, the National Public Service Portal and the VNeID application (built and managed by the Ministry of Public Security) are two online public service payment channels actively deployed by NAPAS to promote payment of level 4 public services for people.

First of all, for the payment channel on the National Public Service Portal (dichvucong.gov.vn), through the completion of NAPAS's connection of online payment infrastructure to 63 localities and 21 units including ministries, departments, and agencies providing public services, people can pay online for services including: Paying voluntary social insurance and health insurance for households; paying taxes and registration fees for land and property; paying fines for administrative violations and traffic violations; paying advance court fees and paying administrative procedure fees; declaring and paying personal taxes.

People will choose payment methods such as NAPAS domestic cards, payment accounts opened at banks and VietQR codes. In the coming time, payment methods via Mobile Money accounts will continue to be deployed by NAPAS to increase convenience, simplicity and speed in online public service payments performed on the National Public Service Portal.

Notably, people's habit of paying for public services online is increasing, as shown by the strong growth of payment transactions on the National Public Service Portal in recent years. Specifically, in 2023, payment transactions on the National Public Service Portal processed via NAPAS increased by 540% in number of transactions and 149% in transaction value compared to 2022. By the end of the first quarter of 2024, the above payment transactions were recorded to increase by 153% in number of transactions and 129% in transaction value compared to the same period last year.

Regarding the payment channel on the VNeID application, based on the implementation of the Project on developing applications for population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, NAPAS is continuing to coordinate with the Center for Research and Application of Population Data and Citizen Identification, C06, the Ministry of Public Security and related units, to deploy online payment of fees and charges for public services performed via the VNeID application. Accordingly, recently, the online payment service for fees and charges for issuing criminal records has been piloted by the Ministry of Public Security for people in Hanoi and Hue cities.

With this service, people can choose to pay by NAPAS cards of 44 banks and financial companies, pay through accounts of 7 banks or pay by VietQR code through applications of 37 banks.

Mr. Nguyen Quang Minh, General Director of NAPAS said: “Cooperating with the Government Office, the Ministry of Public Security and relevant units in deploying payment infrastructure for online public services implemented on the National Public Service Portal and VNeID application is one of the important tasks of NAPAS in its role as the unit that builds and operates the financial switching and electronic clearing system for the national payment system. NAPAS hopes that the implementation results achieved will be a premise and motivation for NAPAS and management agencies to continue expanding online payment methods for many other public services in the future, towards the goal of national digital transformation and development of the digital economy, digital society, and digital citizens according to the Government's policy".
