The Ministry of Education and Training has just concluded an inspection of the joint organization of exams and granting of foreign language proficiency certificates in Vietnam with the British Council Vietnam Company Limited.
The inspection conclusion of the Ministry of Education and Training showed that from January 1, 2022 to December 31, 2022, the British Council jointly organized exams and issued 45,679 Aptis English certificates and 58,414 IELTS English certificates nationwide.
In particular, from January 1, 2022 to September 9, 2022, when the Ministry of Education and Training had not yet approved the joint organization of the exam, the British Council had jointly organized 343 exams, issued 31,871 Aptis English certificates and organized 393 IELTS paper-based exams, issued 33,196 certificates and 589 IELTS computer-based exams, issued 11,149 certificates.
A total of 76,216 English certificates including Aptis and IELTS were issued by the British Council during this period. The Inspectorate of the Ministry of Education and Training affirmed: "From January 1, 2022 to September 9, 2022, British Council LLC conducted joint testing and issued Aptis and IELTS certificates in Vietnam, violating the provisions of Articles 21, 22 and 23 of Decree 86/2018/ND-CP dated June 6, 2018 of the Government".
Then, in the period from September 10 to the day before the British Council was approved by the Ministry of Education and Training to jointly organize English certificate exams, the British Council continued to jointly organize exams to issue 6,046 Aptis certificates (before November 10) and 8,219 IELTS certificates (before November 17). The total of both types is 14,265 certificates.
The Inspectorate of the Ministry of Education and Training concluded: "From September 10, 2022 to the date permitted by the Ministry of Education and Training, British Council LLC's joint organization of exams and issuance of Aptis and IELTS certificates in Vietnam is a violation of the provisions of Circular No. 11/2022/TT-BGDDT dated July 26, 2022 of the Ministry of Education and Training and Article 21 of Decree 86/2018/ND-CP dated June 6, 2018 of the Government".
In total, for both periods from 1-1-2022 to 10-11-2022 (for Aptis certificates) and 17-11-2022 (for IELTS certificates), the British Council has illegally issued 90,481 certificates, including 52,564 IELTS certificates.
The Inspectorate of the Ministry of Education and Training requested the British Council to review, report to the Department of Quality Management, and propose a solution for the number of foreign language certificates that the company has jointly organized to issue foreign language proficiency certificates in Vietnam without permission from the competent state management agency.
Are illegally issued British Council certificates valid?
Previously, on May 8, the Inspectorate of the Ministry of Education and Training announced the conclusion of the inspection of the association of organizing exams and granting foreign language proficiency certificates in Vietnam for IDP Vietnam Education Company Limited, according to which IDP issued certificates without being licensed to organize 56,000 exams.
On the afternoon of May 9, the Department of Quality Management, Ministry of Education and Training officially informed about the handling plan for more than 56,000 IELTS certificates organized by IDP in Vietnam during the time when it was not licensed.
Accordingly, foreign language proficiency certificates issued by affiliated testing organizations, when meeting quality assurance conditions, will continue to be used normally according to the regulations of the Ministry of Education and Training on testing, enrollment and training, without affecting the rights of certificate holders.
