General Secretary Nguyen Phu Trong attended and delivered an important speech at the opening session of the 32nd Diplomatic Conference on December 19, 2023. |
In an article published on December 28, Reuters (UK) wrote that 2023 will continue to witness many achievements in international relations thanks to a flexible foreign policy. In which, the "bamboo diplomacy" school plays an important role, in which General Secretary of the Communist Party of Vietnam Nguyen Phu Trong often uses the image of "strong roots, strong trunk, soft branches" of a bamboo tree to describe Vietnam's foreign policy approach.
According to the article, Vietnam's foreign policy in 2023 will be increasingly dynamic with very special achievements such as upgrading relations with key partners in the world, including important diplomatic agreements.
Vietnam and the US have upgraded their relationship to a “Comprehensive Strategic Partnership” for peace, cooperation and sustainable development, during US President Joe Biden’s visit to Vietnam in September 2023. During this visit, the two countries also signed a cooperation agreement on semiconductors, essential minerals in semiconductor chip production. The US currently considers Vietnam one of the strategic “links” in Southeast Asia in its efforts to establish a sustainable global supply chain.
Next, Vietnam and Japan agreed to upgrade their relationship to "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World" on the occasion of Vietnamese President Vo Van Thuong's official visit to Japan in November 2023, on the occasion of the 50th anniversary of the establishment of diplomatic relations between the two countries.
During the visit, Vietnam and Japan also agreed to strengthen security and economic cooperation. Japanese multinational companies such as Canon, Honda, Panasonic, and Bridgestone are among the largest foreign investors in Vietnam.
Before the end of 2023, Vietnam and China agreed to deepen bilateral relations through a joint statement on building a Vietnam-China "Community of Shared Future", on the occasion of Chinese General Secretary and President Xi Jinping's state visit to Vietnam from December 12-13. This is also his first visit to an Asian country in 2023.
During this visit, central and local ministries, departments and agencies of the two countries signed 36 cooperation agreements, related to areas such as transport infrastructure, trade, security and digital economy... The two sides announced a Joint Statement with many other extensive commitments.
According to the article, the above diplomatic achievements in 2023 are a continuation of the achievements in previous years. Specifically, in December 2022, Vietnam and South Korea agreed to upgrade their relationship to a "Comprehensive Strategic Partnership" focusing on trade, investment, defense and security cooperation. In June 2023, Vietnam and South Korea signed 17 additional agreements, including important security and mineral agreements during the visit to Vietnam by South Korean President Yoon Suk Yeol.
Vietnam’s diplomatic achievements are also reflected in the economic sphere. According to the article, as a regional manufacturing powerhouse, Vietnam is increasingly playing a strategic role in the global supply chain. Vietnam is one of the “bright spots” in the economic picture of Southeast Asia. Vietnam has signed free trade agreements with the European Union (EU), the UK, Chile and South Korea.
Vietnam is also a member of larger trade agreements, including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Regional Comprehensive Economic Partnership (RCEP). In July 2023, Vietnam added Israel to its list of free trade partners.
Vietnam and the Vatican agreed in July 2023 to send a resident papal representative to Vietnam during President Vo Van Thuong's visit to the Vatican and meeting with Pope Francis. According to the article, in 2024, Vietnam plans to upgrade its relations with Australia to a comprehensive strategic partnership.
