Currently, the Vietnamese defense industry has researched, produced, and repaired many types of modern weapons and technical equipment (VKTBKT) with high science and technology (S&T) content, meeting the requirements of training and combat readiness for the armed forces. Many types of modern VKTBKT that previously had to be purchased from abroad are now being researched and developed domestically.

In recent years, thanks to the promotion of scientific research, many products have been mass-produced and equipped in the Army. Through the implementation of large-scale science and technology programs and projects aimed at synchronous, large-scale, and complex target products, it has contributed to improving the level and capacity of scientific and technological research in a number of specific fields; mastering the design and manufacture of many high-tech weapon and technical complexes. The level of basic research, background technology, and supporting technology has made new progress.

The defense industry currently has basically enough self-sufficient capacity, from research to production of most types of equipment and technology for the army and communications; in which, it has manufactured a number of integrated systems, mechanical and electronic clusters, materials, components... to serve the manufacture of new types of weapons and equipment; ensuring the technical capabilities of all types of equipment and technology in the payroll of military services, branches, and sectors.

The achievements of the Vietnamese defense industry have been greatly contributed by the staff, workers, and employees in defense industry establishments (most of the core establishments are managed by the General Department of Defense Industry). With the existing team of science and technology staff and technological chain capacity, the General Department of Defense Industry has many advantages in carrying out science and technology tasks from organizing research, testing to deploying mass production of products. Moreover, the close connection between science and technology research and defense production is a unique feature of the General Department of Defense Industry compared to other units in the entire army.

The General Department of Defense Industry has mastered the design and manufacturing technology of weapons and equipment for infantry divisions; partially supplied weapons and equipment for the Artillery Corps and the Armored Corps; initially researched and produced a number of weapons and equipment for the Navy and the Air Defense-Air Force, and is building technical and technological potential to master the research and production of new types of weapons and equipment for the army, navy, and air force.

Over the past 10 years, the rate of products from scientific and technological research topics applied to practice has reached about 85%; the main groups of VKTBKT products include: Infantry guns and ammunition; anti-tank guns and ammunition; mortar guns and ammunition; anti-aircraft artillery shells, ground artillery shells, naval artillery shells; military ships, support ships; optical equipment, technical supplies... Of which, less than 20% of products receive technology transfer from abroad. The localization rate of technology of most products is over 80%, many products are over 90%.

In addition to the achieved results, there are still some shortcomings and limitations between scientific and technological research and defense production, such as: The number of products of the research topic that have been successfully researched and tested and put into mass production "0" is not much, especially technical supplies for military branches and arms; some old, outdated, low-productivity technological lines do not meet the requirements for producing defense products that require high precision and scientific content; the connection between research institutes and production units in research and testing products is not tight; financial resources for scientific and technological research are still limited; there are not many scientific and technological tasks on basic research, mainly focusing on applied research; the management and implementation mechanism of scientific and technological tasks is still inadequate...

We advocate building a revolutionary, regular, elite, and gradually modern Army, with some forces advancing straight to modernity; striving to build a modern Army by 2030. To achieve this goal, the defense industry must be one step ahead, must have sufficient capacity to research and produce military equipment and technical means to meet the requirements of modernizing the Army. The Ministry of National Defense has presided over the drafting of the Law on Defense Industry, Security, and Industrial Mobilization; this bill will be considered and approved by the 7th Session of the 15th National Assembly.

This is the legal corridor that opens the way for the defense industry to develop; it is the basis for the research and application of science and technology in defense production to have a new and solid development step, towards mastering many modern and advanced technologies; manufacturing new, high-tech, modern-featured military equipment and technology products, contributing to meeting the requirements of the task of building a modern Army.

To implement this content, in the immediate future, focus on completing key science and technology programs and projects assigned by the Ministry of National Defense; coordinate with relevant agencies to synthesize and review the needs for use, improvement and repair of equipment and technical equipment of units throughout the army, and propose to open new science and technology programs, projects and tasks at all levels.

In particular, focusing on researching and successfully producing modern and strategic types of military equipment and weapons in 5 main product groups identified in Resolution No. 08-NQ/TW dated January 26, 2022 of the Politburo. Mastering design, basic technology, core technology, increasing the localization rate of defense industry products; developing key areas (mechanical engineering, special metallurgy, new materials, electronics and telecommunications...).

Along with that, develop plans and strategies for scientific and technological research and innovation, closely following the direction of superiors, associated with functions and tasks to maximize the capacity and strengths of each unit. Improve the quality of training, fostering, planning and using high-quality human resources. Prioritize training in specific technical and technological fields, especially high-tech fields associated with the key development direction of the defense industry, such as: Design, manufacture, improvement of technical equipment and materials; design and manufacture of missiles, guided weapons, shipbuilding, military vehicles, new materials technology, electronics-informatics technology, automation and control, chemicals, precision mechanics, metallurgy, pressure machining...

Training and fostering to improve the comprehensive qualifications of research staff to build a team of leading experts. Expanding scientific and technological cooperation with domestic and international organizations, especially in the fields of applied research, technology transfer and training of high-quality scientific and technological human resources; prioritizing cooperation with strategic partners. Linking international cooperation in science and technology with programs and projects serving the development of defense industry and security; promoting the transfer of new technologies, mastering and developing advanced technologies in the defense sector...
