Attending the meeting were National Assembly delegates: Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Tran Nhat Minh - full-time National Assembly delegate; Hoang Thi Thu Hien - Vice Chairman of the Provincial Women's Union.
Some policies have not been implemented yet.
Resolution No. 36 of the National Assembly stipulates the piloting of a number of specific mechanisms and policies for the development of Nghe An province related to the field of state financial and budget management, including 3 policy groups.
According to the report of the Department of Finance, after the resolution was issued, the Department proactively advised the Provincial People's Committee and actively coordinated with departments, branches and units to implement it.
Of the 3 policy groups according to the resolution, up to now, the province has implemented 2 policy groups on loans and policies on allocating an additional 45% of expenditures calculated according to population norms.

With a loan policy mechanism, the province has implemented procedures to deploy 4 re-loans from the Government from foreign loans with more than 2,019 billion VND to implement 4 projects.
Including: Priority Infrastructure Project and Urban Development Adapting to Climate Change in Vinh City; Sustainable Aquaculture Development Project in Nghe An Province; Sustainable Rural Clean Water Project and Climate Change Response in Nghe An Province; Project Upgrading and Repairing the Pumping Station System along Lam River, Nghe An Province to Adapt to Climate Change.

In particular, the targeted additional central budget policy for Nghe An province from the increased revenue from import and export activities has not been implemented, because the state budget revenue through import and export activities at the Nghe An Provincial Customs Department from 2021 to present has tended to decrease.
On the other hand, in the group of loan policies, local authorities have not yet implemented loans through bond issuance.

According to the Department of Finance, the addition of special financial and budgetary mechanisms according to Resolution 36 of the National Assembly has created more resources and initiative for Nghe An province to successfully implement its socio-economic development goals and targets.
Based on research on legal bases and practices of financial and budget management as well as development requirements of the province, the Department of Finance also proposed that the Central Government study and add 3 groups of specific policy mechanisms for the province.

Specifically, decentralize the province to decide on the use of regular expenditure funds from the local budget to implement projects to upgrade, renovate, expand, and build new facilities and works; build new items with a total investment of less than 15 billion VND; allow the province to enjoy 70% of land use fees when selling public assets attached to land according to the provisions of the Law on Management and Use of Public Assets to invest in socio-economic infrastructure development under the province's public investment tasks; allow the province to pilot the implementation of fee and charge policies in the area.
Regarding the planning field according to Resolution No. 36 of the National Assembly, the province is decentralized to locally adjust the planning approved by the Prime Minister.

To implement this resolution, recently, the Department of Construction has advised the Provincial People's Committee and coordinated with central ministries, branches, provincial departments, branches and localities to make local adjustments to the Vinh City Master Plan; the Southeast Economic Zone Master Plan and the Plan for conservation, restoration and promotion of the value of the special national relic of President Ho Chi Minh Memorial Site.
Decentralization of planning to the province creates initiative in adjustment, shortens time and procedures for units. This is considered a breakthrough in administrative reform.
Continue to study and propose the Central Government to supplement some policies.
Based on the reports of the two departments and the opinions of the members of the monitoring delegation, on behalf of the monitoring delegation, comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation acknowledged the proactiveness and positivity of the units in the process of advising, submitting the draft resolution and implementing the resolution after its promulgation.
Receiving recommendations and feedback from the departments, the Deputy Head of the Provincial National Assembly Delegation requested the two departments to continue researching on the legal and practical basis to propose the Central Government to supplement policies for the province; at the same time, coordinate with the Provincial National Assembly Delegation in the process of implementing the preliminary summary of the resolution and proposing to issue a new resolution or amend and supplement the resolution.

Along with that, it is recommended that the Department of Finance continue to closely follow the central ministries and branches to complete loan procedures and, after approval, pay attention to disbursing capital.
Regarding import-export activities, in addition to attracting large investment projects, the Customs sector needs to focus on promoting administrative reform, creating favorable conditions for businesses to increase revenue, and ensuring that the National Assembly's mechanisms and policies on this content are implemented.
For the Department of Construction, in addition to the 3 adjusted projects, it is necessary to review the planning under the approval authority of the Prime Minister to proactively adjust according to authorization.
