Report to the Politburo through the job position catalog system

Deputy Prime Minister Le Thanh Long has just signed and issued a plan to implement Conclusion No. 83 dated June 21, 2024 of the Politburo and Resolution No. 142 of the 7th session of the 15th National Assembly on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits (Plan).

One of the contents of the Plan is to promote information and propaganda work.

Accordingly, the Ministry of Information and Communications, ministries, branches and localities proactively do a good job of information and propaganda work to create social consensus, sectors, levels, agencies, organizations and units in the political system on implementing salary policies, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.

The Deputy Prime Minister assigned the Ministry of Home Affairs to coordinate with the Central Organizing Committee and ministries, branches and localities to report to the Politburo to approve the system of job positions for cadres, civil servants and public employees in the political system.

Ministries, branches and localities continue to streamline the organizational apparatus, reduce the payroll of officials receiving salaries from the State budget, restructure the staff, civil servants and public employees according to job positions, titles and leadership positions according to Resolution No. 18 and Resolution No. 19 of the 6th Central Conference, term XII, in conjunction with the requirement to reform salary policy in Resolution No. 27.

The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to develop and complete documents regulating new salary policies for cadres, civil servants, public employees and armed forces from July 1, 2024.

The Ministry of Home Affairs shall study and submit to competent authorities for amendment and supplementation of legal provisions on cadres, civil servants and public employees related to the authority and responsibility of leaders in evaluating and classifying cadres, civil servants and public employees to pay salaries and bonuses according to the results of performing tasks.

The Deputy Prime Minister requested that difficulties, obstacles and arising issues should be promptly detected and handled according to authority or reported to competent authorities for handling during the implementation of salary policy reform contents.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Finance and relevant ministries and branches to prepare a report to the National Assembly at the 9th Session on the implementation of salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

Perfecting the financial management mechanism for public service units

The Ministry of Finance is responsible for synthesizing needs, sources and submitting to competent authorities to supplement the missing funds due to the adjustment of basic salary and bonus regime.

At the same time, coordinate with relevant ministries and branches to propose competent authorities to amend or abolish the special financial and income mechanisms of agencies and units that are applying special financial and income mechanisms and report to the National Assembly at the 9th session of the 15th National Assembly.

In addition, the Ministry of Finance shall preside over and coordinate with relevant ministries, branches and agencies to study and submit to competent authorities the completion of financial management mechanisms for administrative agencies and public service units as appropriate.

In particular, relevant ministries and branches need to clarify the authority of the head to use salary and regular budget to hire experts, scientists, and talented people to perform tasks of agencies and units and to decide on the income payment level associated with assigned tasks.

Ministries, branches and agencies shall review and submit to competent authorities for amendment and supplementation of allowance regimes and special regimes for cadres, civil servants, public employees and armed forces, where any unreasonable conditions arise during the implementation process.
