That was the direction of Provincial Party Secretary Le Quang Tung at the conference to review the work in 2023 and deploy the plan for 2024 organized by the Provincial People's Committee this morning, January 9. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; members of the Provincial Party Standing Committee; Vice Chairmen of the Provincial People's Committee attended the conference.

Speaking at the opening of the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized: In 2023, the socio-economic situation, national defense and security of the province achieved positive and comprehensive results in all fields, which were highly appreciated by the 13th Provincial Party Executive Committee Conference and the 21st session of the Provincial People's Council.

The province's economy continues to recover and grow. 15/18 main socio-economic targets have been achieved and exceeded, 3/18 targets are close to the set plan. The growth rate of gross regional domestic product (GRDP) in the area is 6.68%, reaching the plan; GRDP per capita is 71 million VND, exceeding the plan.

The planning work has been directed with attention and achieved many remarkable results; the task of formulating the Provincial Planning for the period 2021-2030, with a vision to 2050, has been completed and approved by the Prime Minister in Decision No. 1737/QD-TTg dated December 29, 2023.

Cultural and social fields continue to be consolidated and developed, achieving clear results, especially the successful organization of major celebrations in 2023, creating good impressions and strong influence. Fully and promptly implementing policies for people with meritorious services, ensuring social security and supporting people and businesses. People's lives are improved. However, there are still some limitations and shortcomings that slow down the socio-economic development of the province, such as: State budget revenue and total social investment capital, public investment disbursement is lower than planned. Site clearance work still has many difficulties, inadequacies, and is prolonged; some problems with investment procedures and filling materials.

The progress of key projects in the province has not been as expected. The improvement of the investment environment, provincial competitiveness and foreign investment attraction have not been very good. Production and business activities, employment and income of enterprises and people still face many difficulties.

At the conference, delegates analyzed and clarified the outstanding results of socio-economic development, national defense and security and foreign affairs in 2023, and pointed out the limitations, weaknesses, difficulties and challenges, and gave many enthusiastic opinions and proposals on tasks and solutions to successfully complete the socio-economic development plan in 2024 as well as the entire period of 2021-2025.

Accurately forecast the situation to build effective socio-economic development scenarios.

Speaking at the conference, Provincial Party Secretary Le Quang Tung emphasized: Looking back at 2023, in addition to the intertwined advantages and difficulties, with the efforts of the Party Committee, government, army and people in the province, the companionship of the business community and investors, the socio-economic situation of the province has had positive changes. In that general result, there are marks in the direction and administration of the Provincial People's Committee, provincial departments, branches and localities.

With the spirit of seeking knowledge and not avoiding shortcomings, the Provincial Party Secretary requested departments, branches and localities to seriously evaluate the achieved results, shortcomings, limitations and weaknesses, draw lessons to have more effective solutions and methods in 2024 and the following years.

At the same time, it is recommended that sectors and localities closely follow the resolutions of the National Assembly, the Government, the conclusions of the Provincial Party Standing Committee, the resolutions of the Provincial People's Council on the directions, tasks and socio-economic development plans for 2024. The Provincial People's Committee, provincial departments, sectors, and local People's Committees must focus on analyzing and forecasting the situation accurately to develop scenarios, monthly, quarterly and annual plans, and propose tasks and solutions to implement socio-economic development goals closely, correctly and effectively.

Early organize a conference to announce the Quang Tri Provincial Planning for the period 2021 - 2030, with a vision to 2050, associated with investment promotion in the province in 2024. Continue to effectively implement Resolution No. 01-NQ/TU, Directive No. 35-CT/TU of the Provincial Party Standing Committee on administrative reform; improve PCI, PAR INDEX, PAPI, SIPAS indexes..., especially focusing on solutions to improve and enhance the Provincial Competitiveness Index (PCI). Resolutely handle and overcome the situation of avoiding, pushing away work, fear of responsibility, delay... in performing public duties, affecting the common tasks.

Focus on harmonious development between the economic, cultural and social sectors, improve people's lives, ensure social security. Promote innovation in the content, methods of leadership, direction, management and working style of agencies and units; build an effective and efficient government, tighten discipline, promote administrative reform, prevent corruption and negativity; promote the responsibility of leaders.
