Deliberately downloading DeepSeek could land US users in jail or fines if bill passes
Under the bill, “technology or intellectual property” developed in China would be banned from being imported into the US. Violators could face up to 20 years in prison and fines of up to $1 million for individuals and $100 million for companies. Ben Brooks, an AI researcher at Harvard University (USA), said this is “the strongest legislative action on AI” to date.
US officials stunned by DeepSeek's popularity
Although the bill was shelved shortly after its introduction, its proposal reflects a growing sense of urgency in Congress . Lawmakers are concerned about the speed and scale of DeepSeek’s development, which has wiped out $1 trillion in the value of US tech stocks in just one day, January 27. DeepSeek has attracted international attention for matching the performance of leading AI chatbots in the US, but using far fewer resources.
Lawmakers also worry that China’s AI breakthroughs could advance military or surveillance technologies. Hawley and some of his colleagues argue that banning the export or import of AI related to China would help protect US national security and economic interests.
The sudden emergence of DeepSeek and China’s broader AI capabilities have raised concerns about security and control of American AI technologies. Some lawmakers say allowing a Chinese AI tool to thrive in the U.S. could raise privacy and security issues similar to the debate over TikTok. Although Congress approved a ban on TikTok last year, President Donald Trump delayed the ban for 90 days.
While a ban on DeepSeek as requested by Senator Hawley has yet to materialize, the move shows that the US is increasingly monitoring China's AI, and this could shape future technology policies in the US.
