Minister of Culture, Sports and Tourism Nguyen Van Hung responded to the petition sent by Hanoi voters after the 6th session of the 15th National Assembly.
Issue a code of conduct for people working in the arts field.
Accordingly, Hanoi voters requested to study and have strict regulations and strictly handle acts of unethical statements, complacency, and contempt for the audience... by some artists.
Responding to this content, Minister Nguyen Van Hung said that he had issued Decision 3196/2021 on the code of conduct for people working in the arts field.
Immediately afterwards, the People's Committees of provinces and cities directed the Department of Culture - Sports and Tourism/Department of Culture, Sports... to promptly, regularly, continuously and comprehensively deploy the above rules to the people, civil servants, public employees, workers, and people working in the fields of culture and arts.
According to the minister, the code of conduct for people working in the arts is not a sanction for people working in the arts, agencies, organizations, individuals related to the arts and the whole society.
But it contributes to encouraging and promoting good human values in general and in the online community in particular, guiding all individuals and organizations participating in social networks to behave more respectfully towards each other.
Currently, the ministry is coordinating with the Central Propaganda Department, the Ministry of Public Security, the Ministry of Information and Communications, and relevant ministries and branches to complete the draft pilot process for coordination, detection, and control of negative impacts and influences on society from cases of non-compliance with the code of conduct of people working in the arts field.
Regarding the acts of speaking without ethical standards, being complacent, and disregarding the audience of some artists on cyberspace, Decree 72/2013 of the Government regulating the management, provision, and use of Internet services and information on the Internet will be used to handle.
Strictly handle films with illegal nine-dash line
Hanoi voters also requested to improve responsibility and thoroughly censor in the organization of appraisal and licensing of foreign films to be shown online on social networks. In fact, there are films with illegal content and images of the nine-dash line, affecting cultural security and national sovereignty security...
Responding to this content, Minister Nguyen Van Hung cited the provisions of the Cinema Law and decrees related to the dissemination of films on cyberspace.
In particular, the Cinema Law stipulates that before disseminating films on cyberspace, it is necessary to ensure conditions for film classification according to Government regulations and be responsible before the law for the content and results of film classification.
In case the conditions for film classification are not yet met, the Ministry of Culture, Sports and Tourism or an agency authorized by the Ministry shall classify films that have not been granted a film classification license or a broadcasting decision according to the prescribed procedures...
Also according to the Law on Cinema, the Ministry of Culture, Sports and Tourism organizes human resources and technical means to carry out the inspection of film content, classification, and display of popular film classification results on cyberspace.
Coordinate with the Ministry of Information and Communications, the Ministry of Public Security, state management agencies... to implement measures to prevent and handle violations.
One of the regular tasks of the team is to conduct film content checks, classify films, and display popular film classification results on cyberspace.
As a result, in the past time, the ministry has checked the content of films, classified them, and displayed the results of classifying films that violate the law, have illegal content and images of the nine-dash line, and affect the cultural security and national sovereignty of Vietnam of the subjects.
The Ministry will continue to propagate and disseminate, combined with appraisal and granting of film classification licenses in accordance with the provisions of law.
Regularly maintain inspection and post-inspection of film content and classification results, display warnings, and coordinate with relevant agencies to strictly handle violations.
